Job Description:

Job Purpose:

Under the supervision of the Country Logistics Manager, the Supply & Facility Officer is responsible for managing the logistics service in Jalalabad. He/she ensures the good working of logistic matters in terms of purchasing, vehicle maintenance, stock management and equipment management. The Supply & Facility Officer will serve as the primary point of contact for all logistics related subjects between the base and Kabul Logistics Department. He promptly reports any issues within their scope of responsibility and proposes appropriate solutions.
The Supply & Facility Officer plays a vital role in implementing and promoting HI’s logistics standards, contributing to the strategic repositioning of logistics within the organization and supporting the principle of professional development.

On 31 August 2025 at 23:47 local time, a 6+ magnitude earthquake struck Nangarhar and Kunar provinces in eastern Afghanistan near the Pakistan border. The epicenter was in Nurgal district, about 45 km north of Jalalabad and 12 km north of Nurgal city. Its shallow depth of 8–10 km made the quake particularly destructive, followed by aftershocks including a 5.6 magnitude tremor on 4 September. The hardest-hit areas are Kunar, Nangarhar, and Laghman provinces.

As of 8 September, over 2,150 people have died, 3,360 injured, and more than 6,500 homes destroyed or severely damaged. Twenty health facilities were damaged or destroyed (WHO), with numbers expected to rise. Around 84,000 people are directly affected, on top of nearly half a million already in need of humanitarian aid (HRP/HNO 2025). This earthquake is among the deadliest in recent Afghan history and has overwhelmed local capacities.

As HI has no presence in the affected area, HI Afghanistan deployed an exploratory mission and is sending an Emergency Rehabilitation Specialized-Care team (funded by Relief EU) to provide direct rehabilitation services.

HI is also considering new emergency projects in the East, pending funding from AHF/BMZ/CDCS. Alongside the emergency team, a full support team will need to be established.

The Duties and responsibilities may include but not limited to: 

Purchasing and Contract Management

  • In collaboration with the Country Logistics Manager with support from program teams, develop resources, and procurement plans for project at the base level.
  • Carry out extensive supplier and market reviews/assessments and maintain a preferred supplier list at base level.
  • Manage all local purchases via Link Supply System.
  • Plans, develops and manages all procurement of diverse services and supplies and works at Herat level program level (e.g. equipment and instruments, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account the projects plan, HI policy and procedure and the donor regulations.
  • Evaluate prices, quality, availability, reliability, and sustainability for best purchases.
  • Perform all purchase at base level, ensure that procurements respect HI regulations including Hl Adapted Procurement procedures, and are compliant with donors' requirements.
  • Prepare quotation requests and conduct market surveys to gather competitive offers, based on that, develop a Summary Bid Analysis (SBA) that evaluates key factors such as cost, delivery timelines, payment terms, contractual conditions, and—where applicable carry out sample quality check with support from technical team. This analysis is essential for identifying and selecting the most suitable supplier(s).
  • Ensures purchase follows Purchase Line (PL) and Purchase Dossier (PD) which follows quotes and Supplier Bid Analysis (SBA), Purchase Order (SPO) and upload all related document (supporting documents) in to link system.
  • Establish Contract Monitoring Chart (CMC) of the base, update it regularly and upload it on MS Team Directory
  • Create service contract agreements based on project’s needs at base level.
  • Be responsible for purchasing and delivering goods and services within prior agreed lead times and ensure that all purchases are properly documented.
  • Ensure that the requester receives the items, against the signature of the internal delivery note.
  • Receives/collects invoices, arranges payment via cash/cheques with the Finance Department and makes payments when required, settles all payments and /or cash advances on a daily basis.
  • Any other task assigned by Country Logistics Manager.
  • Participate in online meetings with Log Advisor/Log Manager.

Equipment Management

  • He/She ensures that all the assets affected to his/her base are properly identified and registered in compliance with HI procedures and donors’ guidelines.
  • He/Sher ensure all assets are recorded Monitoring Chart (EMC) General Monitoring Chart (GMC) of the bases, they are regularly updated and uploaded in MS Team Directory.
  • He/She supervises configuration and installation of ICT (Laptops, Printer etc..) and ensures necessary information is clear and available.
  • He/She ensures equipment are in optimal working condition, and users are trained on how to use them.
  • Ensure Equipment Maintenance and reparation is carried out regularly as per plan and need and it follows HI rule and regulation.
  • He/she ensures equipment is registered and tagged with right tag number, and identifiable and conduct quarterly inventory of all equipment in the base.

Fleet/Transport Management

  • He/She maintains a logbook for each vehicle, upholds vehicle cleanliness standards, ensures all vehicles are in optimal working condition,
  • He/She makes sure Vehicle Monitoring Chart (VMC) is in place Report monthly on vehicle consumption and costs via VMC and upload it in MS Team Directory
  • He/She complies with safety and compliance regulations regarding the maintenance and use of vehicles, and generators.
  • He/She supervises maintenance and proper use of generators and ensure generator logbooks are used properly.
  • Manage fuel stock according to rules set by HI and ensure correct use of fuel, update regularly Generator Monitoring Chart (GMC) and upload it in MS Directory.

Stock management:

  • He/She reinforces, follows and implements HI Stock Management Procedure and policy.
  • He/she creates Stock cards, Bin Cards for each item, He/She ensures update of after mentioned templates.
  • Deliver goods to the requested person on specific time, in compliance with Stock Release Order validated by concerned people.
  • He/Sher ensures that all goods are stored and packed safely and securely, at the right place goods are arranged as per their family and projects.
  • He/She will check the quantity and quality of the items received in stock and quantities matching the delivery note, purchase order or waybill.
  • He/She maintains a well-organized store with the materials stored in an orderly and clean way to ensure easy access.
  • He/She maintains well organized records of IN and OUT of materials, their origin and destination in stock cards and update Stock Monitoring Chart (SMS) regularly and uploads it in MS Team Directory.
  • He/She conducts quarterly physical inventory checks or up on request and to provide soft and hard copy of inventory to Country Logistics Manager.
  • He/She ensure well protection of the store items and reports to the Country Logistics Manager immediately if something is missing.
  • He/She maintains both stock of logistics and project materials at his base level.
  • Release quarterly supplies, stationery and consumable items for office.

Any other task assigned by supervisor.

Office and Guesthouse Maintenance

  • Do small purchasing links to facilities as needed and processing via Link System.
  • Ensure cooling and heating systems work in both offices and guest houses.
  • Set up office and room in guest house for newcomers and as need it.
  • Manage the functioning of premises (electricity, water, gas, etc.).
  • Supervising the management of the fitting out, servicing and maintenance of the premises including improvement of electricity, carpentry work and plumbing etc.
  • Ensure the guest houses for expatriates are always clean.
  • Request for cleaning materials, kitchen and other equipment needed for guest houses.
  • Other tasks assigned by supervisor.
  • Comply with safety and compliance regulations regarding the maintenance and use of the offices and guesthouses.

Compliance and Reporting

  • Ensure all supply chain activities adhere to HI and donor regulations.
  • Reports on procurement, logistics, inventory management, equipment management and Logistics Monitoring Charts.
  • Assist in addressing audit queries by providing necessary documentation and clarifications

Job Requirements:

Qualifications and Skills:

  • Bachelor's degree or equivalent in logistics, supply chain management, or a related field
  • At least 3 years of experience in logistics, inventory management, or related field in I/NGOs
  • Strong organizational and planning skills, with the ability to prioritize tasks and manage multiple projects simultaneously
  • Knowledge of relevant software and tools, including Microsoft Office, logistics software, and inventory management systems
  • Fluency in English and local languages (Dari and Pashto)
  • Willingness to work in a challenging and complex environment
  • Commitment to the mission and values of the organization.
