About World Vision International:
World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. Job Description:
Job Porpuse
Under the supervision of the Business Development Manager, the Business Development Officer (BDO) supports World Vision Afghanistan’s resource acquisition and grant management, including the planning, implementation, evaluation, and reporting of multiple grants. The role focuses on proposal development, donor reporting, compliance, and strategic pre-positioning with Support Offices (SOs) and institutional donors.
Working closely with technical teams, field staff, and partners, the BDO contributes to high-quality program designs and reports that meet WV standards and donor requirements. The position also engages regularly with SOs to ensure effective collaboration, communication, and compliance.
Major Responsibilities
Grants Acquisition and Proposal Design
- Support and lead the development of concept papers and proposals in coordination with technical specialists, finance etc.
- Coordinate with SOs and donors for continuous funding for the assigned portfolio.
- Monitor funding status for program to identify possible funding gaps and ensure smooth transitions from one grant to the next.
- Closely collaborate with donors and Support Offices for early positioning for new funding.
- Support the Go No-Go process for new opportunities as per WVI policy.
- Collaborate and negotiate with Support Offices and Disaster Management Team (DMT) on match needs and other resources (e.g., technical).
Grants Management and Reporting
- Work on monthly, annual, and end-of-project narrative reports, newsletters, situational reports, and other reports as necessary in collaboration with the other departments, including internal and external reports.
- Support, plan and facilitate grant reporting to meet donors/SOs, and WVI highest standards.
- Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.
- Provide program update to assigned WV Support Offices and donors.
- Support the quarterly Grant Health Tracker.
- Support the facilitation Start up and close out Grant meetings for the assigned projects.
Quality Assurance, Accountability and Information Management
- Ensure timely and high-quality preparation of grant proposals and donor reports by streamlining processes and coordinating closely with relevant teams.
- Maintain and improve internal tools, trackers, and systems within the BDU to support effective grant compliance and positive audit outcomes.
- Promote understanding and consistent use of BDU processes across technical, finance, and field teams.
- Ensure project designs and reports align with international humanitarian standards (e.g. SPHERE, CHS) and internal WV standards and indicators.
Partnership & External Relations
- Maintain strong relationships with Support Offices, providing regular updates and seek their strategic and technical input where needed.
- Coordinate with the Programs and Operations teams to identify and assess potential local and international partners for new grant opportunities.
- Support BDU-led capacity strengthening efforts for implementing partners, particularly related to donor compliance and proposal development.
- Ensure alignment with WV’s partnership principles and external engagement strategies when developing new consortiums or collaborations.
- Support the Business Development Manager and PDQ Director in external representation, including meetings with donors, peer agencies, and other stakeholders.
- Adhere to WV accountability standards
- Ensure full compliance with WVI’s Accountability Frameworks, Safeguarding Policies, Code of Conduct, and donor requirements by actively participating in AAP mandatory trainings and integrating accountability mechanisms into all project activities.
- Conduct meaningful AAP community engagement and sensitization during field visits, including distribution of CFM cards to beneficiaries and facilitating awareness sessions on the feedback and complaints mechanism throughout project implementation.
Job Requirements:
Required Professional Experience and Education
- Bachelor’s degree in social sciences, International Development, International Relations, Public Administration, or a related field.
- Minimum 4 years of relevant experience in humanitarian or development programming, with a focus on business development, grant acquisition, and donor reporting. Proven experience in proposal development and donor engagement, preferably within large INGOs or multi-stakeholder environments.
- Experience coordinating across departments (technical, finance, MEAL, operations) to deliver high-quality proposals and reports.
- Experience in large scale humanitarian emergencies or development programming
- Basic understanding of project design and proposal writing.
Preferred Knowledge and Qualifications
Technical & Sector-Specific Knowledge
- MA’s degree in international development, International Relations, Public Policy, or a related field (master’s preferred).
- Familiarity with institutional donor requirements (e.g., FCDO, GAC, BMZ, GFFO, UN agencies, Arab donors).
- Basic understanding of project design tools (logical frameworks, theory of change) and budgeting processes.
- Awareness of humanitarian principles and standards (e.g., SPHERE, CHS, Red Cross Code of Conduct).
- Experience working in humanitarian or fragile/conflict-affected settings is an advantage.
- Strong writing and communication skills in English; knowledge of Dari and/or Pashto is an asset.
- Understanding of World Vision’s operations in relief and development contexts preferred.
