In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

General Scope of the job

Ministry of water and Energy will have a numerous Dams feasibility studies projects and several detailed design and construction of dam’s project in the Years (1440-1405). Part of the dams’ projects will be designed by the Ministry of water and energy and some of the dam projects will be awarded to national and international competent companies.

To conduct the design of the Electro-Mechanical components of the dam like design of turbines, generators, transformants, electrical and electro-mechanical design of the power house, power transmission and power distribution systems and to review the above-mentioned designs submitted by companies on a professional manner; the Ministry of water and Energy is seeking for employments of competent professionals in the field of the Electro-Mechanical and Electrical designs of the dam projects.

Job description, Responsibilities and Tasks

• Design of Turbines, generators, substations, transformers transmission lines and distribution networks.
• Designs of the hydro-power plants and thermal power plants.
• Designs of Solar, wind, and hybrid power projects
• Review the Designs of the hydro-power plants and thermal power plants.
• Review the Designs of Turbines, generators, Substations, Transformers, transmission lines and distribution networks.
• Review the Designs of Solar, wind, and hybrid power projects.
• Preparation the TORs for the Electro-Mechanical component of  the dam projects, power transmission lines, substations, and distribution networks.
• Review and preparation of the Technical specification for the Electro-Mechanical component of the dam projects, power transmission lines, substations, transformer and distribution networks.
• Preparation of TORs for Solar, wind, and hybrid power projects
• Technical specification for Solar, wind, and hybrid power projects
• Review and evaluate technical designs drawings and calculations
• Monitor and control of electrical works implemented according to the project design requirements
• Establish a system for solving and tracking technical problems
• Provide phone, email, and web meetings/technical support sessions to resolve issues
• Escalate cases as required to senior management and/or specialist and ask for support
• Maintain efficient communication with the project customer and internal staff
• Develop and review daily, weekly and monthly project progress report as required
• Assessing and analyzing power quality
• Assessing power control
• Assessing system protection
• Providing work plan
• Evaluating and assessing power needs and consumption
• Define  milestones for the project(s)
• Classifying Electrical Load
• Analyzing and making sure to have acceptable coordination for protective system
• Ensuring compliance to regulatory requirements, standards and specification
• Performing the duties close with relevant departments

• Any other task assigned by the related supervisor.

Qualification and experience

The candidate shall have at least Master degree in Electro-Mechanical Engineering/Power system/ Power generation and transmission engineering with a minimum of five years (higher degree with higher experience will be preferred) of experience in the related field having the following qualifications and skills:

• Knowledge of Powerhouse, Hydro turbines, Governor, Generator, transformers and Powerhouse Equipment.
• Capable of design and review of design of power generation, transmission, Protection, communication system and power distribution systems.
• Fully familiar with IEEE, NEC, IEC, VDF, NEMA and ISO/DS/EN 62364 standards and codes.
• Outstanding interpersonal and team building skills; and
• Excellent written and verbal communication skills in English.
• Writing & Communication ability in professional and related area
