Job Description:

The Chief Financial Officer (CFO) will lead the financial strategy, control, and reporting functions of AAMS, ensuring transparency, compliance, and fiscal sustainability. The role requires a professional capable of bridging Islamic finance principles with modern financial governance, while positioning AAMS as a credible and resilient microfinance institution within Afghanistan’s regulated financial sector. The CFO will work closely with the Chief Executive Officer (CEO) and senior management team to develop and execute AAMS’s financial strategy, strengthen institutional systems, and enhance overall organizational efficiency.

General Responsibilities:

    1. Provide strategic financial leadership, guiding the institution’s fiscal planning, liquidity management, and investment decisions in alignment with RDI’s governance framework and AAMS’s Sharia-compliant mandate.
    2. Ensure accurate financial reporting, internal control mechanisms, and compliance with Da Afghanistan Bank (DAB) regulations, ACBR requirements, and international accounting standards (IFRS/ISA).
    3. Oversee budget preparation, forecasting, cash-flow management, and capital adequacy planning to ensure operational sustainability and growth.
    4. Implement robust financial systems and digital reporting tools to support decision-making and real-time visibility across operations.
    5. Lead and mentor the finance and accounting teams, fostering a culture of integrity, accountability, and continuous learning.
    6. Serve as a key liaison with auditors, regulators, financial institutions, and Islamic finance scholars to ensure adherence to ethical and professional standards.
    7. Contribute to organizational risk management and business continuity planning, ensuring prudence in financial exposure and asset management.

Specific Duties:

  1. Execute and improve AAMS’s financial policies, procedures, and internal control framework consistent with RDI group standards.
  2. Prepare monthly, quarterly, and annual financial statements and management reports for the Board and regulatory bodies.
  3. Ensure timely completion of external and internal audits, incorporating recommendations into improved practices.
  4. Oversee development and monitoring of Islamic finance products, ensuring their alignment with Sharia principles and institutional risk parameters.
  5. Lead financial modelling for new initiatives, branch expansion, and product diversification.
  6. Develop performance-based financial KPIs to track portfolio profitability, cost-efficiency, and liquidity ratios.
  7. Manage institutional banking relationships, fund transfers, and treasury operations.
  8. Provide financial insights for strategic decision-making, including scenario planning, cost optimization, and growth forecasting.

Job Requirements:

Education and Professional Qualifications

  1. Master’s degree (minimum) in Finance, Accounting, or Business Administration from a recognized university.
  2. Professional certification preferred: Chartered Accountant (CA), Certified Public Accountant (CPA), Associate Cost and Management Accountant (ACMA), or Certified Management Accountant (CMA).

Experience

  1. Minimum 7–10 years of progressively senior experience, with at least 5 years in a leadership capacity within a regulated financial institution, microfinance, or development finance context.
  2. Proven expertise in financial planning, audit, compliance, and risk management.
  3. Demonstrated exposure to Islamic finance operations and Sharia governance frameworks is a strong asset.
  4. Experience working with regulatory institutions (e.g., DAB, ACBR) and donors/investors preferred.
