The Manager Operations will be a key member of AAMS’s leadership team, responsible for ensuring operational excellence, financial discipline, and portfolio quality across all branches. The position integrates both operational and financial oversight to ensure that field operations are efficient, client-focused, and compliant with AAMS’s internal policies, Islamic finance principles, and regulatory standards. This role reports directly to the Chief Executive Officer (CEO) and works closely with the Chief Financial Officer (CFO), Compliance Officers, and Branch Managers to ensure that operations, finance, and client services align with the organization’s strategic goals and Sharia governance framework.

General Responsibilities:
 

    1. Lead, supervise, and coordinate branch operations, ensuring efficient delivery of microfinance products and services, including disbursement, recovery, and client relations.
    2. Oversee financial operations at the branch level, ensuring proper cash flow management, budget adherence, and compliance with AAMS’s financial control framework.
    3. Develop, update, and enforce Standard Operating Procedures (SOPs) for all operational and financial functions, ensuring transparency and accountability.
    4. Monitor branch financial performance, including portfolio-at-risk (PAR), disbursement efficiency, and cost recovery.
    5. Ensure that all operational activities are Sharia-compliant and aligned with the institution’s faith-based financial model.
    6. Coordinate with the Finance and MIS teams to ensure timely, data-driven decision-making through financial and operational reporting.
    7. Support the CFO in implementing internal control systems, financial reconciliations, and expenditure tracking across all branches.
    8. Ensure that the field staff are trained on both operational and financial compliance, including ethical lending practices and anti-fraud measures.
    9. Maintain strong liaison with Da Afghanistan Bank (DAB) and relevant partners on matters related to branch licensing, financial audits, and compliance reviews.

Specific Responsibilities:

  1. Operational Oversight
  1. Plan, manage, and monitor branch performance, ensuring achievement of disbursement, recovery, and outreach targets.
  2. Conduct regular field visits to evaluate branch operations, staff performance, and client satisfaction.
  3. Identify operational inefficiencies and implement process improvements to enhance productivity and service quality.
  4. Lead the introduction and operationalization of Islamic finance products, ensuring they meet both Sharia and regulatory standards.
  1. Financial Oversight
  1. Oversee the financial management of all branches, including petty cash, bank reconciliations, fund transfers, and expense controls.
  2. Collaborate with the CFO to prepare operational budgets and monitor their implementation across departments.
  3. Review monthly and quarterly financial statements and variance reports to ensure accuracy and timely corrective action.
  4. Ensure portfolio quality through continuous analysis of loan performance, delinquency rates, and write-off trends.
  5. Contribute to the institution’s financial sustainability plan, including cost optimization, resource allocation, and performance-based incentives.
  1. Compliance and Risk Management
  1. Ensure that all operations comply with DAB regulations, AAMS internal policies, and Sharia board guidance.
  2. Coordinate with the MIS/Compliance Officer to maintain data integrity, regulatory reporting, and audit readiness.
  3. Monitor branch-level financial discipline, detecting early warning signals of misappropriation, fraud, or operational lapses.
  4. Participate in internal and external audits and ensure prompt implementation of audit recommendations.
  1. Leadership and Capacity Building
  1. Lead, mentor, and evaluate Branch Managers, Credit Officers, and field staff to achieve institutional goals.
  2. Organize periodic training sessions on Islamic microfinance operations, accounting accuracy, and customer service 
  3. Promote a culture of teamwork, accountability, and continuous learning across all operational units.

Job Requirements:

Education & Professional Qualifications

  1. Master’s degree (minimum) in Business Administration, Finance, Economics, or related discipline.
  2. Professional training or certification in Islamic Microfinance or Operations is desirable.

Experience

  1.  5-7 years of experience in operations or financial management within microfinance, banking, or financial institutions.
  2. Proven ability to manage multi-branch networks, control costs, and strengthen portfolio performance.
  3. Demonstrated experience in branch-level accounting, budgeting, or financial oversight.
  4. Knowledge of Sharia-compliant financial products and Islamic governance frameworks preferred.
