The Social and Development Association (SDA) is a non-governmental organization that has been dedicated to supporting rural communities in Afghanistan for nearly 20 years. Our target groups include women, children, and other vulnerable populations. Social and development Association (SDA) is a non-profit, non-governmental, organization that works to improve education and reduce illiteracy, unemployment, and poverty in Afghanistan. Our programs focus on improving education, health, and economic opportunities while promoting human rights and social justice. Founded in 2006 by a group of committed Afghan and international professionals, SDA arose from the urgent need for education, capacity building, and livelihood opportunities for underserved communities affected by poverty, conflict, and natural disasters. SDA respects human rights and social justice and strives to improve the well-being of children, women, people with disabilities, elderly and marginalized people. SDA also supports their empowerment and self-reliance through various programs that aim to enhance their skills, knowledge, capacities and access to resources. Some of these programs include literacy classes, vocational training, health awareness campaigns, nutrition interventions, income generation activities, microfinance services, community mobilization and advocacy. SDA is honored to provide humanitarian aid in both emergency and development contexts, with the vision of creating a better future for Afghanistan. SDA believes that by investing in human capital and social and development, it can contribute to the peace, stability and prosperity of the country. SDA receives funding from a wide range of donors, including UN agencies, US donors the EU, Animal rights activists and private individuals.

Job Purpose:

The purpose of the Monitoring and Evaluation (M&E) Officer is to ensure effective planning, implementation, tracking, and reporting of project performance. The M&E Officer supports program teams in collecting, analyzing, and using data to improve program quality and demonstrate accountability to donors and stakeholders.

The Duties and responsibilities may include but not limited to:

Monitoring & Data Collection 

   - Develop tools and systems for data collection. 

   - Monitor project activities and progress against indicators. 

   - Ensure timely and accurate data collection from the field.

2. Evaluation & Analysis 

   - Support baseline, midline, and endline assessments. 

   - Analyze data to measure project outcomes and impact. 

   - Identify gaps and areas for improvement.

3. Reporting & Documentation 

   - Prepare regular M&E reports for internal use and donors. 

   - Maintain proper documentation and data records. 

   - Ensure data is presented in an understandable format.

4. Capacity Building 

   - Train staff and partners on M&E tools and techniques. 

   - Provide ongoing support for data quality and use.

5. Learning & Accountability 

   - Promote evidence-based learning and decision-making. 

   - Support accountability mechanisms (e.g. feedback systems)

Job Requirements:

Education: Bachelor’s degree in Social Sciences, Statistics, Development Studies, Economic or related field (Master’s preferred).

2. Experience:

   - Minimum 2–3 years of relevant experience in Monitoring & Evaluation, preferably in NGO or humanitarian settings.

   - Experience with data collection, analysis, and reporting tools.

3. Skills:

   - Strong knowledge of M&E principles, tools, and frameworks (e.g., logframe, indicators).

   - Proficiency in MS Office (especially Excel), and data software like Kobo, ODK,

   - Report writing and analytical skills.

   - Communication and teamwork skills.

4. Language:

   - Proficiency in English (written and spoken) and Local Languages Pashto & Dari
