Job Description:
Rupani Development Initiative (RDI) is looking for experienced professionals for its upcoming Microfinance Institution (MFI) in Afghanistan. The positions aim to build a strong management team to ensure effective operations, financial sustainability, and impactful service delivery.
The MIS / Compliance Officer will be responsible for two integrated functions: (i) enterprise data governance and reporting (MIS) and (ii) regulatory, Sharia, and policy compliance. The role ensures decision-grade data, timely filings to regulators, and continuous adherence to AAMS policies, Da Afghanistan Bank (DAB) rules, and Islamic finance standards.
General Responsibilities:

- Own branch-to-head office data flows: define data standards, perform quality checks, and ensure accurate, complete, and timely MIS reporting (daily/weekly/monthly).
- Maintain a compliance control framework covering regulatory obligations, Sharia adherence, client protection, and internal policy compliance.
- Coordinate with Finance/MIS/Operations to reconcile portfolio figures (disbursements, repayments, PAR) with accounting ledgers.
- Track regulatory changes (DAB, ACBR, AML/CFT) and prepare implementation notes/SOP updates.
- Support audits (internal/external/Sharia) and monitor closure of audit findings within agreed timelines.
- Develop staff capability on data accuracy, documentation, and compliance culture at branch level.
Specific Responsibilities:
MIS & Data Governance
- Design and maintain data dictionaries, reporting templates, and SOPs for all core indicators (pipeline, TAT, disbursement, recovery, PAR, write-offs).
- Run daily/weekly exception reports (missing documents, overdue postings, anomalies) and coordinate remediation with branches.
- Reconcile MIS to finance (GL/trial balance) and resolve breaks with Finance and Operations.
- Automate dashboards (e.g., Excel/Power Query/basic SQL/Power BI preferred) for management and Board packs.
- Ensure data security and privacy controls, including access rights, backups, and audit logs.
Regulatory & Policy Compliance
- Ensure adherence to DAB regulations governing NBFCs, reporting calendars, and prudential ratios.
- Monitor Sharia compliance of product execution (e.g., Murabaha documents, cost disclosures, delivery proof) and coordinate with Sharia Advisor/Board.
- Maintain the compliance register (obligations → owners → due dates → status) and report breaches with corrective actions.
- Support AML/CFT controls: KYC, watchlist screening coordination, transaction monitoring flags to relevant units.
- Lead branch compliance reviews using checklists; document findings and follow-up to closure.
Training, Audits & Continuous Improvement
- Conduct quarterly trainings for branch staff on documentation quality, MIS accuracy, Sharia process steps, and client protection.
- Prepare audit-ready files (sampling frames, reconciliations, evidence) for internal/external/Sharia audits.
- Recommend system/process enhancements to reduce operational risk and improve data timeliness and accuracy.
Job Requirements:
Education & Experience
• Bachelor’s degree in Business Administration, Economics, Social Sciences, Information Systems/Data, or related field (Master’s preferred).
• Minimum 3–5 years in MIS, compliance, audit, or M&E within microfinance, banking, or development finance.
• Experience reconciling MIS and finance data and preparing regulatory reports is strongly preferred.
Required Skills
• Strong understanding of DAB regulations and awareness of AML/CFT requirements.
• Working knowledge of Islamic finance compliance principles (product execution steps, documentation trails).
• Advanced MS Excel (pivot tables, lookups); experience with SQL/Power BI or MIS software is an advantage.
• Excellent analytical, writing, and presentation skills; high attention to detail and integrity.
• Fluency in English, Dari, and Pashto; strong English reporting skills.
