Rupani Development Initiative (RDI) is looking for experienced professionals for its upcoming Microfinance Institution (MFI) in Afghanistan. The positions aim to build a strong management team to ensure effective operations, financial sustainability, and impactful service delivery.
The HR & Administration Officer will act as a strategic HR business partner at branch and head-office levels balancing people management with an understanding of financial operations in a Sharia-compliant context. The role requires demonstrated cultural sensitivity, inclusive leadership, and the ability to manage diverse teams drawn from multiple regions and backgrounds.

General Responsibilities:
The HR & Administration Officer will ensure effective management of human resources and administrative operations to support institutional efficiency, compliance, and staff well-being.

  1. Oversee the full recruitment cycle, including job postings, interviews, onboarding, and staff orientation.
  2. Manage employee performance evaluations, professional development, and capacity-building initiatives.
  3. Ensure HR policies comply with Afghanistan labor laws, organizational ethics, and AAMS objectives.
  4. Handle administrative functions, such as logistics, procurement coordination, and office management.
  5. Maintain accurate employee records, leave management, and payroll documentation.
  6. Promote staff welfare, workplace safety, and a positive organizational culture.
  7. Support senior management in organizational planning, policy updates, and disciplinary procedures.
  8. Lead diversity, equity, and inclusion (DEI) initiatives that respect local norms and cultural sensitivities; ensure women and youth have equitable access to opportunities.
  9. Partner with Finance/Operations to align headcount planning, payroll accuracy, and HR cost controls with the institutional budget, without compromising staff well-being.
  10. Champion Sharia-aligned conduct, safeguarding, and client-protection standards in all people processes.

SPECIFIC RESPONSIBILITIES

Talent Acquisition & Employer Branding

    1. Develop targeted sourcing and community outreach in coordination with Branch Managers (including women’s networks and youth forums) to build a diverse pipeline.
    2. Strengthen AAMS’s employer brand through ethical recruitment practices, clear job previews, and transparent selection.

Performance, Capability & Culture

  1. Implement the performance management cycle (KPIs/OKRs), probation reviews, and corrective action plans.
  2. Design quarterly learning plans (compliance, Islamic finance awareness, service ethics, anti-harassment).
  3. Facilitate conflict resolution and mediation across diverse teams; coach supervisors on inclusive leadership and respectful communication.

Compensation, Benefits & HR Controls

  1. Administer payroll, benefits, and leave in coordination with Finance.
  2. Run periodic HR–Finance reconciliations (headcount, overtime, allowances) and support budget forecasting for staffing costs.
  3. Maintain auditable HR files, access controls, and data privacy measures.

Administration & Operations Support

  1. Oversee office administration (asset registers, travel, logistics, facilities).
  2. Coordinate vendor due diligence and service-level performance with Admin/Procurement.
  3. Ensure business continuity arrangements for critical HR/admin services during field disruptions.

Compliance, Safeguarding & Sharia Alignment

  1. Ensure compliance with labor law, AAMS policies, and donor requirements.
  2. Embed safeguarding and code-of-conduct training; manage reporting channels and follow-up actions sensitively and confidentially.
  3. Work with Compliance/Sharia Advisor to reflect Islamic finance ethics in HR policies (fair dealings, transparency, zero tolerance for exploitation).

    Proficiency in payroll systems, and MS Office.

  9. Familiarity with basic financial concepts (payroll reconciliation, budgeting support, HR cost analysis) and how they interface with operations in an Islamic microfinance setting.
  10. Fluency in English, Dari and Pashto; strong English reporting skills.
