Job Description:

The Senior Logistics and Transport Officer, based at BDN’s central office, is responsible for the strategic oversight and operational management of logistics and transport services across all programs and provincial offices. This role ensures timely procurement, efficient supply coordination, and safe, compliant transportation of goods and personnel. The officer must hold a degree from a recognized university—preferably in logistics, supply chain management, or a related field—and possess substantial experience in logistics, procurement, and fleet operations.

Main Duties and Responsibilities:

  • Plan, direct, and supervise logistics operations at central and provincial levels.
  • Oversee procurement processes in accordance with BDN’s financial and logistics policies, ensuring transparency and compliance.
  • Coordinate the supply and distribution of goods, equipment, and materials to all BDN offices and project sites.
  • Ensure accurate documentation and tracking of all procurement and supply activities.
  • Maintain updated profiles and job descriptions for logistics personnel and ensure their proper implementation.
  • Manage central and provincial warehouses, ensuring proper storage, cleanliness, and fumigation protocols.
  • Monitor stock levels, expiry dates, and physical condition of goods; report on damaged, expired, or missing items.
  • Ensure accurate inventory records and reconciliation of stock balances.
  • Supervise the receipt, inspection, and documentation of procured goods in coordination with storekeepers and technical experts.
  • Supervise the Transport Officer and oversee daily vehicle scheduling, routing, and deployment.
  • Ensure all vehicles are maintained in good condition, regularly serviced, and compliant with safety standards.
  • Monitor fuel consumption, mileage logs, and driver performance.
  • Coordinate transport support for field missions, staff movements, and goods delivery.
  • Maintain records of vehicle registration, insurance, and incident reports.
  • Participate in recruitment, onboarding, and performance evaluation of logistics and transport staff.
  • Provide training and guidance to logistics and transport teams to ensure adherence to BDN policies and donor requirements.
  • Prepare and submit monthly, quarterly, and annual logistics and transport reports.
  • Develop and monitor departmental work plans aligned with organizational goals.
  • Liaise with suppliers, vendors, and service providers to ensure timely delivery and quality assurance.
  • Support emergency logistics and transport planning during crises or rapid response operations.
  • Perform any other duties assigned by the supervisor in support of BDN’s mission.

Job Requirements:

  • Bachelor's degree in Finance, Business Administration, Supply Chain Management, or a related field.
  • 3 years of proven experience related to the field.
  • Familiarity with procurement processes and supplier relationships.
  • Strong analytical and problem-solving skills.
  • Excellent organizational and multitasking abilities.
  • Knowledge of Afghan logistics regulations and practices is a plus.
  • Fluency in English (both written and spoken); knowledge of local languages is an advantage.
