Job Description:
Job Purpose:
Under the technical supervision of the Country HR Manager, the HR Officer implements and monitors all HR procedures and policies at field level in compliance with HI standards and national legislation.
S/he ensures reliable and confidential HR data management, supports managers in applying HR procedures, and contributes to the continuous improvement of HR processes and staff well-being within the field office.
The Duties and responsibilities may include but not limited to:
Recruitment & Onboarding
- Upon receiving job descriptions and PRFs from the hiring manager, ensure both are reviewed and validated before posting the vacancy.
- Contribute to all recruitment activities from vacancy announcement to contract signing in the operations field.
- Support and advise managers on the implementation of recruitment policy and tools in the operations field.
- Contribute to longlisting, interview organization, verification of employment certificates, reference checks, police and health clearances.
- Prepare and share offer letters, Recruitment documents to HR Development Specialist for approval.
- Coordinate and facilitate the induction of new joiners with HR Kabul.
- Prepare the ID cards of new joiners, update the expired ones and send them for printing to Kabul.
- Prepare all administration related letters of new joiners (bank account letter, Police check, Health check, TIN number, guarantee letter).
- Ensure follow up on probation evaluation forms of new joiners.
- Ensure recruitment plans are regularly updated.
Personal Administration & Payroll
- Maintain and update staff files (contracts, attendance, leaves, evaluations, etc.).
- Prepare and follow up employment contracts and amendments, ensuring compliance with Afghan labor law and HI procedures. Have a good knowledge about contract expirations in order to anticipate renewal of contract or to inform the employee on time.
- Ensure proper filing and archiving of all HR documents in line with HI standards.
- Monitor attendance and leave balances; prepare monthly reports for Country HR Manager. Follow up and prepare the staff attendance (daily attendance sheet and monthly leave record) and report it to Country HR Manager each month.
- Prepare and follow up the staff per diem travel request.
- Prepare overtime calculations for staff and compile and report to Country HR Manager on regular basis.
- Compile monthly payroll information (absences, overtime, advances) for validation.
- Support in the preparation of social and employer declarations if required.
- With directions from the Area Manager, regularly follow up the DoLSAMD work permit cards for new recruited staff.
- Ensure the quality and confidentiality of HR data and archives.
- Support audits and ensure compliance with local labor regulations
Performance & Development
- Support managers in the annual appraisal process (follow-up, consolidation).
- Participate in the monitoring and compilation of staff performance evaluations.
- Contribute to identifying staff training needs and implementing training activities.
- Maintain training records and ensure staff participate in mandatory HI training.
- Support the Country HR Manager in implementing the annual training plan at field level.
HR Information System (HI People) Management
- Ensure accurate data entry, updates, and reporting in HI People (new hires, contract renewals, leaves, exits, appraisals).
- Ensure timely completion of Professional Development Reviews, appraisals, attendance, and leave updates in HI People.
HR Compliance & Reporting
- Ensure compliance with HI HR policies and national legislation at field level.
- Maintain regular HR monitoring indicators (turnover, contract expiries, gender balance, etc.).
- Contribute to HR monthly reporting and support internal or external audits.
- Participate in local HR coordination meetings when requested.
- Ensure that staff are briefed on HR policies, Code of Conduct and PSEAH standards.
- Act as a focal point for social dialogue and staff queries at field level.
- Ensure relevant follow-up of each key staff and anticipate resignations or any other kind of problem.
- Provide responses to employees regarding organizational policies, salary packages, etc., and inform line management about any major issue.
Emergency Preparedness
- Adapts working modalities during emergencies to support HI’s humanitarian response.
Exit & Offboarding
- Facilitate timely exit process of the employee in HI PEOPLE in his operations field.
- Assist in the preparation of the clearance of leavers.
- Assist on conducting exit interviews with leavers.
Other Duties
- Perform any other job-related tasks assigned by the HR Manager or Area Manager.
- Act as the focal point for internal coordination between base-level HR/Admin and Kabul HR teams.
- As a Staff member, I'm expected to uphold safeguarding standards, promote a safe working environment, and report any concerns in line with the organization’s Safeguarding Policies and Code of Conduct.
Note: Any other job-related tasks not mentioned in the job description and based on the requisition/ requirements of the projects should be fulfilled by the employee when requested by the Country Finance Manager and the Country HR Manager.

Knowledge required
- University degree in Human Resources Management, Business Administration or related field.
- Minimum 3 years of experience in human resources, preferably in an INGO or similar organization.
- Solid understanding of Afghan labor law and HR administrative procedures.
- Proven experience in recruitment, payroll preparation, and personnel file management.
- Knowledge of training coordination and staff development processes.
- Familiarity with donor requirements and HR compliance in humanitarian organizations.
- Proficiency in using HR Information Systems (HRIS) and digital tools for HR data management.
Skills required
- Excellent organizational and time management skills.
- Strong analytical and reporting skills (ability to interpret HR data and indicators).
- Good knowledge of payroll management and employee benefits administration.
- High level of integrity, discretion, and confidentiality in handling HR information.

- Flexibility and adaptability in a fast-changing context.
- Proficient in MS Office (Excel, Word, Outlook); comfortable with collaborative tools (Teams, SharePoint).
- Fluency in English and national languages (Pashto and Dari).
