Job Description:

Position Summary:

The MEAL Specialist (Health) will lead the design, implementation, and management of robust Monitoring, Evaluation, Accountability, and Learning systems for AADA's health-focused programs. S/he will ensure that MEAL activities adhere to donor requirements and organizational standards, driving evidence-based decision-making, program quality, and accountability to beneficiaries. The role requires strong technical skills in health data management, analysis, and a solid understanding of the Afghan health context.

Key Responsibilities:

1. MEAL System Design and Management

  • Lead the design, review, and implementation of project-specific MEAL frameworks, plans, and logical frameworks for health programs.
  • Develop and manage Indicator Tracking Tables (ITTs), performance measurement frameworks, and data collection tools tailored to health indicators (e.g., HMIS, morbidity, mortality, service coverage).
  • Ensure all MEAL systems are aligned with donor regulations (e.g., WHO, UNICEF, GFATM) and AADA’s strategic health objectives.
  • Oversee and technically support baseline, midline, and endline assessments, surveys, and evaluations.

2. Monitoring, Evaluation, and Data Quality

  • Conduct regular field monitoring visits to verify health program implementation and data quality at health facilities and community levels.
  • Lead Data Quality Assessments (DQAs) and ensure timely implementation of corrective actions.
  • Analyze quantitative and qualitative health data to track performance, identify trends, and provide actionable recommendations for program improvement.
  • Support program teams in using data for adaptive management and strategic decision-making.

3. Accountability to Affected Populations

  • Maintain and strengthen Community Feedback and Complaint Mechanisms (CFM) across all project sites.
  • Ensure all complaints, particularly those related to health service delivery and safeguarding, are documented, tracked, and resolved following AADA’s policies.
  • Train program staff and partners on accountability, protection, and safeguarding principles.

4. Learning and Knowledge Management

  • Organize and facilitate periodic learning reviews, reflection sessions, and after-action reviews to document lessons learned.
  • Systematically capture and disseminate best practices, success stories, and innovative approaches from health programs.
  • Promote the application of learning in new program design, proposal development, and strategic planning.
  • Develop and manage dynamic data visualization dashboards (using Power BI, Excel, Kobo, etc.) for internal and external stakeholders.

5. Reporting and Capacity Building

  • Prepare high-quality monthly, quarterly, and annual MEAL reports for management and donors.
  • Provide evidence-based inputs for donor reports and funding proposals.
  • Develop and deliver training for MEAL and program staff on MEAL methodologies, health indicators, and data use.
  • Mentor field-based MEAL staff to ensure consistency and quality in data collection and reporting across all projects.

Job Requirements:

Qualifications and Requirements:

Essential:

  • Master’s degree in Public Health, Epidemiology, Statistics, Development Studies, or a related field.
  • Minimum of 7 years of progressive experience in designing and managing MEAL systems, preferably within the health sector of an NGO or international organization.
  • Proven expertise in health data management and analysis, including familiarity with key health indicators and databases (e.g., DHIS2).
  • High proficiency in data analysis software such as SPSS, STATA, or R, and visualization tools like Power BI or Tableau.
  • Strong technical skills in both quantitative and qualitative research methodologies.
  • Excellent written and verbal communication skills in Dari, Pashto, and English.

Desirable:

  • Experience with major health donors (e.g., WHO, UNICEF, Global Fund) and their reporting requirements.
  • Demonstrated experience in conducting health program evaluations and assessments.

Safeguarding Responsibilities:

The MEAL Specialist is responsible for promoting and adhering to AADA’s Safeguarding Policy and Code of Conduct. S/he must ensure all MEAL activities are safe and inclusive and immediately report any safeguarding or protection concerns through the established procedures.
