Job Description:
The Finance Officer (QuickBooks Specialist) is responsible for ensuring the integrity, accuracy, and compliance of ASMO’s financial management systems. This position requires expert-level command of QuickBooks, advanced knowledge of financial controls, donor compliance, and Afghan financial regulations. The Finance Officer manages bookkeeping, reporting, audits, and internal control activities to support transparent and accountable financial operations across ASMO.
Core Duties and Responsibilities
1. QuickBooks Financial Management
Record and reconcile all financial transactions daily using QuickBooks in compliance with ASMO and donor requirements.
Maintain correct classification of accounts, budget codes, and donor funding sources.
Conduct monthly and annual closing of accounts, ensuring completeness and accuracy of all financial entries.
2. Financial Documentation and Record-Keeping
Maintain an organized, auditable filing system (electronic/hard copies) for all vouchers/supporting documents
Verify completeness and compliance of documentation before posting transactions into QuickBooks.
Uphold ASMO’s internal financial policies and donor compliance standards throughout all processes.
3. Internal Control and Compliance
Implement and maintain robust internal control mechanisms to safeguard ASMO’s financial assets.
Regularly review accounting processes to identify control gaps, risks, or non-compliance issues and propose corrective actions.
Support the Director of Operations in updating and enforcing ASMO’s Finance and Internal Control Manual.
Conduct spot checks on field office financial activities to ensure adherence to ASMO/ donor financial policies.
4. Audit Preparation and Support
Prepare all financial records, ledgers, and reconciliations required for internal and external audits.
Liaise with auditors, provide requested documentation, and ensure timely response to audit queries.
Maintain an audit compliance tracker and ensure that all audit recommendations are implemented within agreed timelines.
Conduct internal financial reviews prior to audit periods to ensure accuracy and readiness.
5. Banking, Cash Management, and Reconciliation
Perform monthly bank reconciliations for all ASMO accounts and investigate any discrepancies.
Reconcile advances, petty cash, and staff accounts on a monthly basis.
Ensure that adequate cash flow is maintained through effective forecasting and planning.
Maintain close coordination with banks for fund transfers, deposits, and account monitoring.
6. Payroll, Taxation, and Statutory Compliance
Prepare monthly payroll accurately and ensure all deductions, benefits, and statutory payments are correct.
File and pay taxes (income tax, withholding, etc.) to the Ministry of Finance on time.
Maintain up-to-date records of staff benefits, advances, and deductions.
7. Financial Reporting and Budget Management
Generate accurate monthly, quarterly, and annual financial statements for the management review.
Prepare donor-specific financial reports in accordance with funding agreements.
Track budget utilization, analyze variances, and assist in revising financial projections.
8. Capacity Building and Coordination
Train and mentor junior finance staff on QuickBooks, financial documentation, and internal control compliance
Coordinate with other departments to ensure timely submission of financial data & supporting documentation
Act as a liaison between ASMO, external auditors, the Ministry of Finance, and banks on all financial matters.
9. Other Duties
Support management in financial planning and analysis as required.
Undertake any other finance-related tasks assigned by the Director of Operations.

Qualifications and Core Competencies Requirements
Category Requirements
Education Bachelor’s degree in Accounting, Finance, Business Administration, or Economics (Master’s preferred).
Experience Minimum 4 years of progressively responsible financial experience, preferably in NGOs or international organizations.
Technical Skills: Advanced proficiency in QuickBooks, MS Excel, and financial reconciliation. Strong understanding of internal controls, auditing processes, and donor reporting.
Analytical Skills: High attention to detail, problem-solving ability, and strong financial analysis skills.
Compliance Knowledge: Deep understanding of NGO accounting standards, Afghan taxation, and donor financial regulations (USAID, UN, EU, etc.).
Communication Skills: Excellent communication in English and fluency in Dari/Pashto.
Personal Attributes : Integrity, confidentiality, reliability, teamwork, and time management.
