Job Description:

Job Purpose:

The Pharmacy Officer, under the overall guidance and supervision of the Pharmacy Manager, ensures that all applicable pharmacy procedures are implemented in accordance with ARSDO Policies and Procedures and the HER-BPHS Project guidelines. The Pharmacy Officer is responsible for maintaining the medicine files of each health facility (HF) and ensuring that medicines are distributed to HFs according to the BPHS medicines list.

Key Responsibilities:

  • Timely requesting of medicines, medical supplies, laboratory reagents, and health post (HP) medicines and medical supplies for HER-BPHS projects and any additional approved lists.
  • Promoting the rational use of medicines at health facilities, controlling drug wastage, and developing need-based quarterly pharmacy requisition requests.
  • Ensuring the proper implementation and compliance with the National Standard Treatment Guidelines (NSTG) by health facility staff, and overseeing that prescriptions are written according to NSTG treatment protocols.
  • Ensuring a regular supply of all medicines, medical supplies, and equipment to health facilities, and evaluating the pharmacy department’s activities in accordance with the organization’s, donors’, and other stakeholders’ policies and regulations.
  • Preparing timely monthly medicine consumption, antibiotic, and analgesic reports for all health facilities, and submitting them to the Pharmacy Manager.
  • Conducting supervision and on-the-job training for health facility pharmacists and related staff.
  • Ensure a regular and uninterrupted supply of medicines, medical supplies, lab reagents, and equipment to all HFs.
  • Plan, implement, supervise, and monitor all pharmaceutical activities.
  • Perform quantification and forecasting of medicines based on actual consumption and BPHS requirements.
  • Review and approve HF medicine requests and distribute them to the HFs.
  • Establish a well-organized drug distribution system for health facilities in coordination with the logistics department, facilitating the receipt and dispatch of medicines to HFs.
  • Ensure that the medicine supply is arranged according to the FEFO or FIFO principles in both the sub-office warehouse and HF pharmacy stocks.
  • Maintain a well-organized pharmacy stock at the ARSDO sub-office based on pharmaceutical standards, ensuring safe, clean, and proper storage of all medicines and medical equipment.
  • Conduct training sessions for pharmacists and the persons in charge at health facilities.
  • Attend coordination meetings related to pharmaceutical issues at the sub-office level.
  • Be familiar with the approved project work plan and provide monthly progress updates to the pharmacy manager.
  • Establish and maintain an accessible and well-organized filing and record-keeping system for the pharmacy department.
  • Develop and maintain a tracking system to systematically monitor the progress of pharmacy-related activities.
  • Ensure that medicine supplies are arranged according to each HF’s consumption reports and medicine requests.
  • Conduct quarterly inventories of medicines and report the results to the Pharmacy Manager
  • Regularly check refrigerator and stockroom temperatures, cleanliness, and arrangement of items according to their expiration dates.
  • Monitor all medicines for expiry prevention and report any drugs that will expire within six months to the main office.
  • Maintain full control over stocking and labeling of medicines and other products, and monitor their condition to prevent expiration or deterioration in sub-offices and health facilities.
  • Provide training for new pharmacy staff.
  • Prepare a monthly action plan and ensure that planned activities are implemented as scheduled under the HER-BPHS projects.
  • Prepare and manage emergency kits according to project needs
  • Ensure the quality and safety of medicines and medical equipment during procurement, storage, and distribution.
  • Perform any other tasks or assignments provided by the line manager.
  • All pharmacy-related tasks must be coordinated with the Pharmacy Manager and adhere to the established reporting lines; otherwise, HR policy will be applied.

Job Requirements:

Qualifications:

  1. Graduated from Pharmacy Faculty (Pharm-D) and Master’s preferred.
  2. Three years of experience in BPHS in Pharmacy.
  3. Strong facilitation and coordination skills; experience with UNICEF or similar agencies preferred.
  4. Fluency in Pashto, Dari, and working knowledge of English.
