Job Summary:
KSCC is seeking a highly skilled and motivated Project Manager to oversee the overall implementation of our diverse portfolio of construction projects across Afghanistan. The Project Manager will be responsible for the entire project lifecycle, from initial planning and design to execution, monitoring, and closure. A key focus of this role will be on designing and implementing water supply projects, ensuring all work is completed according to agreed designs, BoQs, timelines, and budgets. The successful candidate will be a strong leader, a proficient technical expert, and an effective communicator, capable of representing KSCC to donors, communities, and government authorities.
Job Description:
1. Project Planning and Design:
- Lead the technical design and planning of water supply and other construction projects.
- Develop detailed project implementation plans, work schedules, and resource allocation plans.
- Review and finalize Bills of Quantities (BoQs) and technical specifications.
2. Project Implementation and Technical Leadership:
- Provide overall technical leadership and supervision for all on-site construction activities.
- Ensure all project work is implemented in strict compliance with the approved designs, BoQs, technical standards, and safety regulations.
- Manage and coordinate site engineers, foremen, and labor to achieve project objectives.
3. Donor Reporting and Communication:
- Prepare and submit high-quality, accurate weekly and monthly progress reports to donors and senior management.
- Act as the primary technical point of contact for donors and partners, participating in coordination meetings as required.
- Document project achievements, challenges, and lessons learned.
4. Team Management and Capacity Building:
- Lead, mentor, and manage the project team, fostering a collaborative and results-oriented environment.
- Conduct regular performance reviews and identify training needs for team members.
5. Environmental and Social Safeguards Management:
- Lead the development, implementation, and monitoring of Community Environmental and Social Management Plans (C-ESMP) for all projects to mitigate negative impacts and enhance positive outcomes.
- Oversee the conduction of Environmental Impact Assessments (EIA) or screenings for all projects, ensuring compliance with national environmental regulations and donor environmental safeguard policies.
- Integrate all environmental and social mitigation measures into project designs, work plans, and contractual documents.
- Establish and manage a transparent Grievance Redress Mechanism (GRM) for communities affected by project activities, ensuring all complaints are logged, addressed, and resolved in a timely manner.
- Conduct regular monitoring to ensure strict adherence to the C-ESMP and EIA conditions throughout the project lifecycle.
6. Monitoring, Evaluation, and Reporting (MER):
- Develop and implement a comprehensive Project Monitoring and Evaluation (M&E) framework with clear Key Performance Indicators (KPIs).
- Conduct regular field visits to monitor progress against the work plan, quality standards, environmental and social safeguards, and safety compliance.
- Prepare and submit high-quality, detailed reports on a weekly, monthly, and quarterly basis for donors and senior management, including dedicated sections on environmental and social safeguard compliance.
- Document project successes, challenges, lessons learned, and best practices for internal learning and external reporting.
7. Quality Assurance and Compliance:
- Implement rigorous quality control and assurance mechanisms throughout the project lifecycle.
- Ensure all projects adhere to KSCC's policies, donor regulations, and national building codes.
8. Required Competencies:

Job Requirements:
Qualification and Experience Requirements:
- Education: Bachelor’s degree in Civil Engineering, Water Resources Engineering, or a directly related field, Engineering Master’s in degree is preferred.
- Experience: Minimum of 5 years of proven experience in project management, specifically in managing water supply and construction projects within Afghanistan.
- Technical Skills:
- Profound knowledge of water supply system design (e.g., gravity-fed systems, well construction, pump installation, pipeline networks).
- Demonstrated experience in developing and implementing Environmental and Social Management Plans (ESMPs) and managing Environmental Impact Assessments (EIAs) for infrastructure projects.
- Expertise in reading and interpreting engineering designs, drawings, and BoQs.
- Strong computer skills (MS Office, AutoCAD, and project management software is a plus).
- Management Skills: Demonstrated experience in leading, motivating, and managing diverse teams.
- Language: Fluency in Dari and/or Pashto is essential. Professional proficiency in English is required for report writing and donor communication.
