Job Description:

Finance Responsibilities:

  • Financial Management: Oversee daily operations of the finance department, including staff mentoring and development. Ensure adherence to financial policies and procedures.
  • Budget Monitoring: Track expenditures for individual programs against budget allocations. Provide timely and accurate advice on budget variances and ensure reconciliation between management information and ledger records.
  • Payroll Management: Supervise the preparation and processing of monthly payroll for all staff.
  • Budget Planning: Develop and manage the budget plan for the organization and its project activities. Regularly review and adjust budgets as necessary.
  • Procurement Assistance: Support management in the selection of goods and services for procurement, ensuring cost-effectiveness and compliance with organizational policies.
  • Compliance and Documentation: Ensure compliance with payment standards and donor documentation requirements. Maintain budgets and monitoring systems in accordance with donor regulations.
  • Reporting: Prepare and present financial reports, including journal entries, ledgers, trial balances, income statements, balance sheets, cash flow statements, and statements of changes in equity. Generate and submit daily, weekly, monthly, quarterly, and annual reports to high authorities and donor organizations.
  • Audit and Control: Conduct regular audits of all financial aspects of OWE projects, including educational programs, and report findings to line managers and the executive director.
  • Cash and Bank Management: Update and balance cash and bank books on a daily basis. Reconcile bank accounts monthly and match cash with ledger balances at the end of each business day.
  • Accounting Principles: Ensure adherence to generally accepted accounting principles (GAAP) and audit standards. Evaluate and enhance internal accounting procedures, systems, and controls.

Administrative Responsibilities:

  • Personnel Records Management: Maintain and organize personnel files, including job descriptions, work contracts, action plans, mission letters, bio-data, national identity documents, resumes, evaluation forms, and ID cards.
  • Timesheet Management: Monitor daily timesheets, collect monthly timesheets, and track staff absences and leave forms. Summarize leave data for updating the salary database and ensure accuracy in presence and absence statements.
  • HR Support: Assist the HR Manager with the scheduling and coordination of tests and interviews for applicants. Support HR in preparing six-monthly reports for ministries.
  • Office and Vehicle Management: Oversee office support staff at field locations, including drivers and guards. Maintain vehicle records, monitor vehicle movement, and handle related administrative tasks. Arrange rental contracts for project offices and community spaces as needed.

Job Requirements:

The ideal candidate for the position of Admin/Finance Officer should possess the following qualifications and experience:
•    Bachelor's degree in finance, accounting, or a related field. A master's degree would be an advantage.
•    At least 3-4 years of relevant experience in financial management.
•    Strong knowledge of financial management systems and procedures, including budgeting, financial reporting, and internal controls.
•    Proficiency in using financial management software and tools.
•    Excellent analytical and problem-solving skills.
•    Strong communication and interpersonal skills.
•    Ability to work effectively in a multicultural and team-oriented environment.
•    Fluency in English and local languages is required.
