Job Description:

Health, Safety, Social & Environmental Management

  • Develop and update ESHS plans and ensure project staff are trained accordingly.
  • Conduct regular risk assessments and ensure corrective/preventive measures are applied.
  • Inspect health facilities and construction sites to ensure compliance with ESHS requirements.
  • Monitor proper waste management (including medical waste) in line with RI and national guidelines.

Capacity Building and Awareness

  • Train RI staff, contractors, and community stakeholders on ESHS policies.
  • Conduct emergency preparedness drills and workplace safety briefings.
  • Promote a culture of ESHS compliance and reporting.

Incident Monitoring and Documentation

  • Investigate ESHS incidents or near-misses and maintain records.
  • Prepare reports on incidents, lessons learned, and recommended improvements.
  • Maintain ESHS statistics and contribute to donor and internal reports.

Coordination and Representation

  • Coordinate with local government on environmental and health safety requirements.
  • Represent RI in relevant technical coordination meetings.
  • Establish and maintain an active ESHS committee at the field level.

Behavior and Conduct

  • Will ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies
  • Will be a model for ethical conduct standards for other team members
  • Will ensure own actions and the actions of the teams members they manage do not impact the safety of the RI team and the vulnerable communities we serve
  • Will ensure external stakeholders are aware of RI conduct and reporting mechanisms
  • Report any concerns

Job Requirements:

Essential criteria

  • Bachelor’s degree in Environmental Safety, Occupational Health, or related field.
  • At least 4 years of relevant experience in ESHS in humanitarian or development settings.
  • Demonstrated experience managing GBV, waste management, and grievance redressal systems.
  • Demonstrated knowledge of BPHS/EPHS standards.
  • Strong communication, problem-solving, and organizational skills.
  • Fluent in English and Pashto and/or Dari.
  • Ability to work independently and manage multiple priorities in challenging environments.
  • Proven track record of upholding humanitarian principles and actively engaging vulnerable communities.

Desirable criteria

  • Familiarity with World Bank, ADB, or other donor ESHS frameworks.
  • Knowledge of Afghan national environmental and social regulations.
