Job Description:
Key Duties and Responsibilities:
The main duties and responsibilities of Cost Estimating and Proposal Engineer (Office Engineer) are as follows:
- Writing, preparing, and developing detailed technical proposals and concept notes for the UN’s agencies, national and international organizations, and government for infrastructure projects, construction activities, and materials supply.
- Unit Rate analysis of all construction activities
- Calculating the construction activities rate based on unit rate analysis
- Daily monitor online construction projects bidding opportunities and download related documents for further processing of cost estimation and technical proposal preparation
- Study all terms and conditions of projects and provide the necessary documents
- Daily and close coordination and cooperation with procurement and logistics units for providing construction materials as per defined quality and specifications
- Develop a materials price database system and ensure its timely updating
- Site visit of proposed projects and collection of technical data and information for cost estimating and technical proposal development
- Prepare and submit site visit reports and submit to others in the business
- Submitting technical proposals and offers to the related organizations and participating in the bid opening sessions.
- Utilise cost methodologies and tools, and appropriate models and
- packages to prepare and maintain reliable and accurate data
- Determine project scope, define requirements, coordinate work production, meet deadlines, and donor requirements.
- Monitor and review data and information to detect or assess problems
- Produce a complete physical package of the technical proposal and its well-arrangement in the file.
- Provide and submit detailed technical reports of cost estimation and technical proposal preparation to the line manager.
- Providing invoices and their submittal to relevant organizations
- Investigate and identify cost reduction opportunities through cost analysis review
- Prepare cost and expenditure statements, reports, and other necessary documentation at regular intervals to share with others in the business
- Support all activities in cost estimating and take a proactive approach towards improvements
- Any other duties and responsibilities assigned by the Line/General Manager.
Job Requirements:
Qualifications & Experience:
- Graduated from a well-reputed university, Department of Civil Engineering.
- At least 3 years of experience in a cost estimation position and 2 years’ experience in writing engineering proposals.
- Have practical experience in Excel functions, applications, and Auto-CAD software.
- Have experience in the estimation of buildings, irrigation, small dams and check dams, roads, and bridges.
- Well knowledge, experience, and information in machinery production and labor-intensive production norms and their application in cost estimation.
- Have the ability to prepare well-structured Engineering reports.
- Have the ability to accomplish the assigned tasks and responsibilities on time.
- Have the ability to make constructive and smooth writing and oral communications with relevant stakeholders and organizations, proposal development, and the contract award process.
- Good and practical experience in Microsoft Office
- Fluent in English, Pashto, and Dari Languages
