About AEMPIA:

The Association sets forth the foundational principles and governing framework for the Afghanistan Electronic Money and Payment Institutions Association (AEMPIA), established through the mutual agreement of the Electronic Money Institutions (EMIs) and Payment Institutions licensed and operating under the regulations of the Da Afghanistan Bank. AEMPIA has been formed to:

Establish and advocate for best practices, technical standards, and operational guidelines within the EMI sector.

Provide a unified voice to represent the collective views and concerns of our members to the Da Afghanistan Bank, government agencies, and other relevant stakeholders.

  1. Facilitate Collaboration and Knowledge Sharing

Create a platform for open communication, cooperation, and the exchange of expertise among member EMIs.

  1. Foster Innovation and Sustainable Growth

Encourage the development of innovative solutions and promoting the long-term, responsible growth of the electronic money and payment industry in Afghanistan.

Job Description:

1. Financial Management

  • Ensure all local financial regulations regarding financial matters (taxation, labor laws, etc.) are adhered to.
  • Ensure all tax withholding applicable are applied accordingly as required by the Afghanistan Income Tax Law.
  • Prepare and maintain accurate financial records, ledgers, and reports.
  • Manage accounts payable, receivable, and petty cash.
  • Prepare monthly, quarterly, and annual financial statements.
  • Assist in budget preparation and monitor budget implementation.
  • Ensure timely submission of financial reports to donors, auditors, and the Board.
  • Maintain compliance with the association’s financial policies and donor regulations.
  • Coordinate with external auditors and support the annual audit process.
  • Manage bank accounts, reconcile statements, and oversee financial transactions.

2. Administrative Management

  • Oversee day-to-day office operations, logistics, and procurement.
  • Maintain administrative records, correspondence, and filing systems.
  • Support HR tasks including staff attendance, leave tracking, and recruitment logistics.
  • Organize meetings, workshops, and events for members and partners.
  • Ensure office assets and inventories are properly recorded and maintained.
  • Liaise with DAB, EMI/PIs, UN agencies and private sector

3. Coordination and Support

  • Support the CEO in preparing project budgets, proposals, and reports, administrative tasks.
  • Assist in communication with member EMI/PIs, Da Afghanistan Bank and regulators, and partners on financial and administrative matters.
  • Facilitate timely membership fee collection and maintain accurate membership records.

Job Requirements:

  • Bachelor’s degree in Finance, Business Administration, or a related field. Master degree preferred
  • At least 4-5 years of relevant experience in finance and administration, preferably in an association, INGO, or financial institution.
  • Solid knowledge of accounting principles and financial management systems.
  • Proficiency in Excel, and Microsoft Office Suite.
  • Strong organizational, communication, and multitasking skills.
  • Integrity, accuracy, and attention to detail.
