Job Description:
To ensure smooth, compliant, and timely implementation of the MCCC/ MYCs project at provincial level by facilitating coordination between AWCCI (functional oversight), the Implementing Partner (administrative employer), local authorities, and UNFPA; troubleshooting administrative/access bottlenecks; and maintaining transparent communication, documentation, and reporting lines consistent with UN and international NGO standards.
Specific duties and responsibilities:
Government Liaison & Access
- Support IPs in securing letters, permits, venue clearances, and any other authorizations required to operate MCCCs.
- Serve as the primary provincial-level coordination focal point for all matters related to Mother & Child Care Centers (MCCCs), ensuring alignment with government procedures, AWCCI, and IP protocols.
- Lead on negotiating and facilitating the resolution of any urgent or sensitive operational matters related to MCCC/MYCs activities with relevant line ministries, provincial departments, and local authorities, ensuring compliance with UNFPA and IP standards.
Coordination & Communication
- Convene/participate in regular coordination meetings (provincial level) with IPs, UNFPA (as applicable), and authorities; prepare and circulate agendas and minutes.
- Ensure consistent two-way information flow between AWCCI CCD and IPs, including early flagging of risks, constraints, or incidents.
- Track action items to closure; update decision/action trackers weekly.
Compliance & Documentation
- Maintain organized records: approvals, letters, minutes, reports, and photo logs (as permissible per IP policies).
Reporting
- Submit concise Weekly Updates and a Monthly Provincial Report to AWCCI CCD, using standardized templates.
- Contribute to incident/risk logs; report critical issues within 24 hours via escalation protocol.
Security, Safety & Duty of Care
- Adhere to AWCCI/IP security protocols, complete required security and safeguarding trainings.
- Conduct basic context/access assessments prior to field travel; coordinate movement notifications as required.
- Report security incidents immediately; participate in after-action reviews.
- Uphold neutrality, do-no-harm, and conflict-of-interest standards.
- Perform any other task/s assigned by the supervisor
Job Requirements:
Academic Background and Knowledge/ Experience
- Bachelor’s degree in public administration, Social Sciences, Public Health, Business/Management, or related field.
- Minimum 2 years in liaison/government relations, humanitarian/health projects coordination in Afghanistan.
- Proven experience coordinating with provincial authorities and managing permits/official correspondence.
Demonstrated understanding of gender-sensitive programming and community engagement
