Job Description:
Job Purpose:
Under the supervision of Country coordinator and Deputy Country Coordinator, the SC is responsible for providing overall technical guidance and operational program support to REACH project teams around appropriate safeguarding and PSEAH practices. The ideal candidate has demonstrable experience working with safeguarding, child protection, and PSEAH, and has a proven track record of safeguarding risk management particularly in research activities, as well as in the management of safeguarding incidents.
Duties & Responsibilities:
Under the line-management of the REACH Country Coordinator the Safeguarding Coordinator will fulfill the following functions:
Review and revise safeguarding plans and processes
Conduct a review of all existing safeguarding and PSEAH plans and processes in consultation with REACH program, operations, data, and management teams
Update existing safeguarding and PSEAH plans and processes according to the most recent technical guidance
Ensure that safeguarding and PSEAH plans and processes are appropriate for Afghanistan context and specific to research activities, and include mechanisms for safeguarding risk and incident management
Monitor safeguarding processes and systems
Review safeguarding and PSEAH systems and provide technical inputs on how to improve
Oversee changes in safeguarding and PSEAH systems as necessary, including updating of risk and incident management systems
Ensure safe and accessible reporting mechanisms are in place in all program areas, including working the Acted’s CRM team
Monitor safeguarding and PSEAH systems, including to work with Acted Transparency and Compliance teams both in country and at HQ to respond as necessary when system is triggered by an event
Incident Management
Sensitively manage complaints and ensure that timely escalation and management is done in coordination with Acted’s investigations team
When necessary and appropriate, work with Acted on investigations
Capacity building
Design and update trainings on mainstreaming safeguarding and PSEAH practices across program, operations, data, and management teams
Provide trainings to all REACH and Acted staff on safeguarding and PSEAH processes, practices, and systems
Provide trainings and inductions on safeguarding and PSEAH standards and systems to all REACH downstream partners
Provide regular capacity building to REACH and Acted staff on mainstreaming safeguarding and PSEAH processes
External coordination
Act as REACH representative for safeguarding and PSEAH externally, both with relevant working groups within the Afghanistan response as well as with donors
Stay up to date with the latest best practices on safeguarding and PSEAH
Liaise with HQ specialists on best practices of safeguarding and PSEAH standards and monitoring.
The Safeguarding Coordinator will maintain the strictest confidentiality on all data collected and related processes. S/he will actively take measures to prevent the unauthorized sharing of any information and data belonging to REACH and its partners or collected during his/her assignment with REACH.

Job Requirement:
- 3-5 years of experience in developing and coordinating safeguarding and PSEAH processes for humanitarian organizations.
- Bachelor’s degree in relevant discipline;
- Demonstrated experience of managing safeguarding and PSEAH incidents;
- Excellent relevant academic qualifications,
- Demonstrated experience in designing and delivering trainings, with excellent facilitation skills required.
- Demonstrated ability to connect with and advise downstream partners;
- Demonstrated ability to engage with donors and senior coordination-level partners around safeguarding and PSEAH issues;
- Excellent verbal and written communication and drafting skills for effective reporting;
- Ability to operate in a complex and challenging security environment;
- Willingness to travel across Afghanistan as needed;
- Professional fluency in Dari and English; Pashto considered an asset;
- Strong leadership skills.
