About La Chaîne de l'Espoir:
La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. The NGO has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit paediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l'Espoir providing medical support and access to the most vulnerable populations. In 2016, the hospital expanded with the opening of gynaecology, obstetrics and neonatology services, becoming the French Medical Institute for Mother and Child (FMIC). Services for adults have also been developed in recent years.
The goal of La Chaîne de l’Espoir is to increase access to healthcare in particular for the most vulnerable afghans. To do so, La Chaîne de l’Espoir:
- Trains and supports the medical, paramedical and technical teams through short- and long-term volunteer missions;
- Provides free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, and offers patients and their caretakers accommodation and food in the Women and Children House (WCH) for free.
The house has segregated common areas for men and women, private and shared rooms, a garden and a playroom
Job Description:
General description:
Under the supervision of the program coordinator, the protection manager will lead the implementation of social/protection activities, in particular through the Women & Children House, the vulnerability assessments and the response teams. He also oversees the implementation of the protection strategy across all activities in a cross-functional manner.
The protection manager will also directly supervise the social workers who implement social/protection activities and the psychosocial counselor, on mental health activities.
Main responsibilities:
1. Implementation of Protection/Social activities
• Support the implementation of the Protection activities, in support of the Project management team.
• Oversee activities and ensures technical quality and safe and dignified programming standards are mainstreamed/integrated and respected by all team members.
• Strengthen the links between the field teams and community-based protection local networks and supports outreach activities to facilitate CDE’s access to affected populations.
• Monitor and ensure effective outreach for persons with protection needs, prioritizing the most vulnerable and those difficult to identify.
• Facilitate and supervise awareness raising sessions and group information sessions supporting access to rights and services for populations supported by CDE.
• Support and monitors internal and external referrals systems developed by CDE, and inputs mapping of social/protection services available in the areas of interventions.
• Contribute to the development of curriculums of activities, training and communication materials supporting protection/social activities, in accordance with standard humanitarian protection guidelines.
2. Assessment, monitoring and reporting
• Participate in multi-functional assessments relative to project implementation and project development, including analysis and reporting.
• Monitors protection concerns, risks, trends identified at community-level to feed CDE’s evidence-based programming and advocacy.
• Responsible for data collection and qualitative check regarding protection/social activities.
3. Transversal safe and dignified programming
• Support the project team in ensuring that the field-teams logistical set-up is supporting the security and dignity of affected populations and an inclusive access to CDE’s assistance and services.
4. Stakeholder engagement and capacity building
• When appropriate contribute to the capacity building of community-based protection mechanisms (incl. volunteers’ networks, social institutions, health facilities, and any other relevant actors) on protection-related topics.
• Participate in team meeting and one-to-one follow up organized by the direct manager.
5. HR management and supervision
• Ensure HR management of social worker(s) and the psychosocial counselor, scheduling and validating leave plans and organizing regular appraisal of the performance of staff under his/her supervision.
• Organize regular meetings and/or field visits with the supervised staff to ensure all updates are communicated regularly and follow-up on challenges with the support of the direct manager.
• Participate in the redaction and/or review of job description and participate in the recruitment of new staff in collaboration with the project management team.
• Ensure sure that new staffs are welcomed and briefed on their roles and responsibilities.
• Assess training needs in coordination with project management team and HR
department.
• Ensure the respect of CDE rules and inform the direct manager of any disrespect of the rules and procedures.

Job Requirements:
Education
- Master's degree in relevant field (Social Science, Psychology, Social Work, Human Rights, International Humanitarian Law or other fields related to social development and humanitarian work).
Experience
• Minimum 4 years of working experience through public or private social welfare programmes.
• Good knowledge in health activities, ideally in hospital sector
• Experience with a humanitarian organization with a focus on
protection work would be an asset.
• Good knowledge in team management
• Strong knowledge in donor requirements and expectations
• Strong interpersonal, communication and problem-solving skills.
• Excellent writing skills (especially for proposals and reporting).
• Ability to work with women, children, persons with disabilities and vulnerable populations.
• Experience using and updating database (Office package)
Language: Fluency in English, Dari & Pashto.
General skills
• Knowledge of the Afghanistan Social Policy and national/international legal framework governing human rights is desired.
• Ability to work in an international and multi-cultural environment as a flexible and respectful team player,
• Strong community communications skills, willingness
• Problem solving, analytical and writing skills, with the ability to produce reports for internal and external use.
