About ASPSO:
Afghanistan Strategic & Policy Studies Organization (ASPSO), established in 2018 and registered with the Ministry of Economy, is a national NGO dedicated to poverty reduction, women’s empowerment, and improving the livelihoods of vulnerable groups including IDPs, returnees, and rural and urban poor. ASPSO works across key sectors such as livelihoods, education, agriculture, humanitarian aid, emergency response, health, and social behavior change within the country.
Job Description:
The Project Manager will lead and oversee the planning, implementation, monitoring, and reporting of all project activities in Kunar Province under the direct supervision of the Head of Program. The PM will ensure the project achieves its objectives effectively, aligns with donor and ASPSO standards, and responds to the needs of affected children and families. The role requires strong management, coordination, and humanitarian leadership skills, particularly in child protection, education in emergencies, and psychosocial support programming.
Key Duties and Responsibilities:
- Lead the overall management and coordination of project activities in accordance with the approved work plan and budget.
- Oversee the establishment and functioning of Temporary Learning Spaces (TLSs) classes in targeted locations.
- Supervise the delivery of structured lessons and psychosocial support sessions, child-centered recreational activities, and caregiver awareness programs.
- Develop detailed implementation plans, procurement plans, and staff deployment schedules.
- Ensure timely delivery of project outputs and adherence to donor and ASPSO compliance standards.
- Monitor project progress and ensure corrective actions where delays or challenges arise.
- Ensure the safety, dignity, and inclusion of all beneficiaries, with particular focus on children and people with disabilities.
- Represent ASPSO in coordination meetings with provincial authorities, Education Cluster, and Education Sub-Cluster.
- Maintain strong coordination with local community leaders, school shuras, and parents’ groups to ensure community ownership and participation.
- Liaise with government departments for necessary permissions and technical collaboration.
- Coordinate with other NGOs and humanitarian actors to ensure complementarity and avoid duplication.
- Prepare monthly, quarterly, and final narrative reports with detailed analysis of progress against indicators.
- Facilitate donor and external monitoring visits, ensuring transparency and accountability.
- Manage project budgets, ensuring expenditures are aligned with approved financial plans.
- Review and approve procurement requests, expense reports, and activity budgets in coordination with the Finance Officer.
- Monitor financial performance and prepare variance reports for management review.
- Ensure compliance with ASPSO and donor financial procedures, including procurement and asset management policies.
- Supervise and mentor project field staff, providing on-the-job coaching and capacity development.
- Facilitate training sessions for teachers and facilitators on emergency education, child protection, and psychosocial support.
- Support visibility and communication efforts by documenting success stories, photos, and lessons learned.
- Maintain organized filing (soft and hard copies) of project documents, reports, and beneficiary data.
- Prepare materials for donor communication, including progress briefs and case studies.
- Undertake any other project-related tasks assigned by the direct supervisor.
Job Requirements:
Bachelor’s degree in Education, Social Work, Psychology, Development Studies, or related field (Master’s preferred).
Minimum 5 years of experience in managing humanitarian, education or child protection projects, preferably in emergency contexts.
Proven experience in project cycle management (PCM), donor reporting, and team leadership.
Strong knowledge of Education in Emergencies (EiE), Child Protection and Psychosocial Support (PSS).
Strong leadership, planning, and organizational skills and proactive problem solver with a participatory management approach.
Excellent communication and coordination skills in English and local languages.
Demonstrated ability to manage field operations under pressure and within limited resources.
