About ASPSO:

Afghanistan Strategic & Policy Studies Organization (ASPSO), established in 2018 and registered with the Ministry of Economy, is a national NGO dedicated to poverty reduction, women’s empowerment, and improving the livelihoods of vulnerable groups including IDPs, returnees, and rural and urban poor. ASPSO works across key sectors such as livelihoods, education, agriculture, humanitarian aid, emergency response, health, and social behavior change within the country.

Job Description:

The Finance Officer will ensure sound financial management, accurate record-keeping, and full compliance with ASPSO and donor financial policies. The incumbent will manage project-level financial transactions, budgeting, and reporting, while ensuring transparent use of resources.

Key Duties and Responsibilities:

  • Manage all day-to-day financial transactions at the Kunar field office in compliance with ASPSO and donor policies.
  • Record all transactions in the accounting system accurately and on time.
  • Maintain a proper cashbook, bank ledger, and monthly reconciliation statements.
  • Verify all supporting documents (invoices, receipts, quotations) for accuracy and completeness before processing payments.
  • Ensure proper segregation of duties, approval hierarchy, and documentation for all financial activities.
  • Support the Project Manager in budget tracking and ensure that expenditures remain within approved limits.
  • Assist in preparing and revising project budgets, forecasts, and monthly spending plans.
  • Track expenditure against budget lines and provide variance analysis to the Project Manager and HQ Finance Manager.
  • Support procurement planning and ensure financial alignment with project work plans.
  • Prepare and submit accurate monthly, quarterly, and final financial reports to ASPSO Kabul.
  • Support internal and external audits by providing complete documentation and explanations as required.
  • Maintain an organized filing system for all financial records soft or hard copies, accessible for verification and audit purposes.
  • Review and reconcile field expense reports and advance settlements.
  • Handle petty cash transactions, ensuring appropriate authorization and documentation.
  • Maintain cash-in-hand within approved limits and conduct weekly cash counts with the Project Manager.
  • Ensure all payments are properly approved and documented prior to disbursement.
  • Facilitate timely payment of staff salaries, supplier invoices, and other operational costs.
  • Verify supplier payment requests and ensure proper documentation.
  • Maintain an up-to-date asset and inventory register for all project equipment and supplies.
  • Any other duties assigned by the supervisor, finance manager or head of program.

Job Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
  • Minimum 4 years of experience in NGO or donor-funded project financial management
  • Sound knowledge of QuickBooks, MS Excel, and accounting software.
