Job Description:
The Health and Nutrition Senior Officer will report to the Project Manager and will play a pivotal role in establishing, supervising, and ensuring the quality of both nutrition and health activities across assigned health facilities. The officer will ensure that all health and nutrition programs are functioning effectively, adhere to national and organizational standards, and meet program objectives.
This position requires strong technical expertise in nutrition and primary health care, as well as effective coordination with partners, stakeholders, and field teams.
A. Nutrition Program Responsibilities
• Provide technical guidance and support to field staff and partners on nutrition-related matters, including assessment, planning, and program implementation
• Oversee the delivery of IMAM, MIYCN, and community components of IMAM in assigned HFs in line with national protocols.
• Monitor nutrition program performance, analyze data, and prepare reports to track key performance indicators and ensure program effectiveness.
• Ensure timely updating of the TSFP FLA for all projects and closely coordinate with WFP for timely TSFP food supplies.
• Ensure on-time SAM supply delivery to all health facilities.
• Collect, analyze, and submit TSFP monthly reports to WFP and ensure timely entry of MAM/SAM monthly data into the National Nutrition Database.
• Provide daily oversight and supervision of all nutrition activities in the assigned HFs using standardized nutrition monitoring checklists.
• Conduct capacity-building sessions, including IMAM, MIYCN, and CBNP trainings for health/nutrition staff and partners.
• Conduct supportive supervision and on-the-job training for nutrition staff and community workers.
• Serve as the nutrition focal point for nutrition field staff.
• Review, validate, and submit all weekly and monthly nutrition reports.
• Ensure all health facilities are adequately equipped with essential nutrition equipment, supplies, and commodities.
• Coordinate closely with UNICEF, WFP, WHO, and other stakeholders to ensure effective implementation of nutrition programs.
B. Health Program Responsibilities
• Provide technical support for primary Health Care (PHC) services across assigned health facilities.
• Ensure health services are implemented in line with BPHS/EPHS, national guidelines, and organizational standards.
• Monitor the quality of health services, including consultations, maternal and child health (MCH), vaccination, infection prevention and control (IPC), and pharmacy management.
• Support the effective implementation of RMNCAH, including ANC, PNC, delivery support (if relevant), and child health services.
• Collect and verify weekly and monthly health reports, ensuring accuracy before submission to the donor.
• Conduct regular supervision visits to HFs using standardized health monitoring tools.
• Support capacity-building activities for health staff, including training on IPC, IMNCI, RMNCAH, HMIS, and other technical topics.
• Ensure availability and proper management of essential medical supplies, pharmaceuticals, and equipment in all assigned facilities.
• Support emergency preparedness and response activities, including outbreak control and rapid health assessments.
• Perform any other health and nutrition related duties assigned by the supervisor.
Coordination and Support:
• Act as a focal point between the field team and central management for operational coordination.
• Provide technical and administrative support to the Project Manager and Provincial Deputy Health Manager as needed.
• Coordinate with local authorities, health shuras, and other stakeholders to facilitate smooth project implementation.
• Support in the preparation of project documents, activity plans, donor reports, and proposals.
Coordination and Support:
• Provide technical support to the Project Manager and Provincial Health and Nutrition Staff.
• Coordinate with PND, UNICEF, WFP WHO and other stakeholders to facilitate smooth health and nutrition activities implementation.
• Support in the preparation of project documents, activity plans, donor reports, and proposals.
Monitoring, Evaluation, and Reporting:
• Participate in health and nutrition assessments, surveys, and regular performance monitoring.
. Conduct supportive supervisions from HFs.
• Contribute monthly, quarterly, and ad hoc reports for internal and external stakeholders.
Capacity Building:
• Identify capacity gaps and contribute to the planning and delivery of training sessions for field staff.
• Ensure that TFU and health facility staff are equipped with updated knowledge and skills
Logistics and Supply Management:
• Monitor stock levels of essential medicines, nutrition supplies, and TFU commodities at facility level.
• Work with logistics teams to ensure timely delivery and accountability of health and nutrition supplies.
Report to project manager.
• Collaborate with Providing life-saving health and nutrition assistance for targeted population in Ghazni provinces of Afghanistan.
• project concerned entities/departments at CARE sub office level in respective province.
• Actively contribute to Project Team Meetings, to ensure that the project interventions are implemented in effective and efficient manner and the project goal and objectives are met.

Job Requirements:
Education:The incumbent should have obtained university degree of Medical doctor (MD) from a recognized university.
The incumbent obtained IMAM and MIYCN ToT certificate.
Experience:• Minimum 3-4 years of relevant experience in health and nutrition program.
Working experience in BPHS and TFU is a plus point.
The holder of this position will play a vital role in health and Nutrition program implementation.
