About Youth PEER Afghanistan Organization:

Y-PEER Afghanistan (Youth Peer Afghanistan Organization – YPAO) is a youth-led network dedicated to empowering Afghan youth through peer-to-peer education, leadership development, and community engagement. As part of the global Y-PEER initiative, YPAO works to promote health, education, life skills, youth participation, and humanitarian support across Afghanistan. The organization trains young volunteers to serve as peer educators, enabling them to deliver awareness programs, leadership training, and community outreach activities that strengthen youth capacity and contribute to social development.

Job Description:

Deputy Program and Admin Director

  1. Lead and oversee the implementation of all ongoing projects to ensure timely and high-quality delivery.
  2. Monitor project progress, address challenges, and ensure alignment with organizational objectives and donor requirements.
  3. Support project teams in planning, execution, and reporting activities.
  4. Supervise all department heads and ensure coordination across program, HR administration, finance, logistics, M&E, and other units.
  5. Facilitate inter-departmental communication to ensure smooth operations and resource allocation.
  6. Provide guidance and support to department leads to optimize efficiency and effectiveness.
  7. Serve as the primary point of contact with government authorities, local stakeholders, and external partners to facilitate project approvals and operations.
  8. Maintain strong relationships with donors, partners, and relevant agencies to support current and future project opportunities.
  9. Ensure timely submission of required documentation, reports, and approvals to authorities and donors.
  10. Identify potential funding opportunities and engage in research for new projects.
  11. Lead the development of concept notes, proposals, and grant applications in collaboration with program teams.
  12. Ensure proposals are aligned with donor priorities and organizational objectives.
  13. Support the CEO in strategic planning, policy development, and organizational decision-making.
  14. Provide insights and recommendations for program expansion, efficiency improvement, and risk mitigation.
  15. Ensure all organizational operations comply with policies, regulations, and donor requirements.
  16. Oversee the preparation of reports, dashboards, and updates for the CEO, donors, and relevant authorities.
  17. Maintain accurate documentation of program activities, communications, and approvals for accountability and transparency.
  18. Promote a culture of collaboration, professionalism, and continuous improvement across the organization.
  19. Support staff capacity building, mentorship, and performance evaluation processes.

Job Requirements:

  1. Bachelor’s degree in Business Administration, Public Administration, Public policy, Management, social science, Finance or a related field required; Master’s degree in a relevant field preferred Prior
  2. At least 5 years’ experience in a relevant field
  3. Fluency in Dari, Pashto and English
  4. Good communication skills
  5. Good in leading and supervising team
  6. Conflict management skills
  7. Good computer knowledge and skill
  8. Familiar with rule and regulation of stakeholders
  9. Good knowledge project working of NGOs in Afghanistan
  10. Employee must be self-motivated with the ability to work independently or in a team environment.
  11. Organizational and time management skills are needed to ensure programs are completed by the scheduled time.
