Job Description:
The Database Management Officer is responsible for overseeing the design, implementation, maintenance, and security of the organization’s databases. This role ensures that data is accurate, organized, and easily accessible to authorized users while maintaining strict confidentiality and data integrity. The officer plays a critical role in supporting decision-making processes by managing and optimizing database systems to store, retrieve, and analyze information efficiently.
Duties & Responsibilities:
- Design, update, and maintain program and operational databases.
- Ensure proper data entry, cleaning, validation, and quality assurance processes.
- implement data backup, recovery, and security measures.
- Optimize database performance for efficiency and reliability.
- Coordinate with field staff and MEAL teams to collect accurate data.
- Support the development and use of data collection tools (digital and paper-based).
- Conduct data validation, analysis, and produce summaries, dashboards, and reports.
- Ensure adherence to data protection and confidentiality policies.
- Generate timely and accurate reports for program teams, management, and donors.
- Maintain documentation of data sources, database structure, and updates.
- Support audits and data quality assessments by providing database records.
- Provide training and guidance to staff on database usage and data entry procedures.
- Troubleshoot database issues and liaise with IT teams for technical solutions.
- Ensure compatibility of database with other software and reporting systems.
- Ensure all database management practices comply with MHCO’s Safeguarding, Child Protection, and PSEA policies.
- Maintain confidentiality and security of sensitive beneficiary, staff, and organizational data.
- Report any breaches or irregularities promptly.

Job Requirements:
- Bachelor’s degree in Computer Science, Information Technology, Data Management, Statistics, or related field.
- Minimum 4-5 years of experience in database management or data administration.
- Experience working with NGOs or humanitarian organizations is preferred.
- Experience with database software (e.g., SQL, Access, ODK, Kobo, DHIS2) is an advantage.
- Strong problem-solving and analytical skills.
- Good organizational and multitasking abilities.
- Strong communication and interpersonal skills.
- Ability to work under pressure and meet deadlines
- Oral and written fluency in (English, Dari, Pashto)
