About the project:
Afghanistan faces severe climate vulnerability due to a combination of environmental and socio-political factors. Recurring climate-induced disasters, particularly droughts and floods, have significantly undermined food security and rural livelihoods. Projections point to a future with rising temperatures, declining rainfall, and more frequent extreme weather events. These impacts are compounded by decades of conflict, which have weakened the population's adaptive capacity. The influx of returnees from Pakistan and nowadays from Iran has, and will continue to have further strained natural resources, intensifying conflicts over land and water access and deepening existing social divides
The UNDP design for the ABADAI project is grounded in a comprehensive analysis of the needs of climate-vulnerable communities, households, and individuals experiencing severe food insecurity. Informed by both primary and secondary data sources, the project recognizes that improving rural food security requires enabling vulnerable groups to make more efficient use of even small landholdings, diversify and expand income sources, and increase the number of household earners.
Job Summary: The Sr. Project Coordinator (team leader)
will work under the direct supervision of the Project Manager (Technically) & Administratively to the Regional Manager for delivery of ABADAI projects in the respective provinces in line with the Country Strategic Plan of ActionAid, Afghanistan.
The Senior Provincial Coordinator (Team Leader) is responsible for providing strategic leadership, technical oversight, and operational management for all agricultural development activities at the provincial level. The role ensures effective planning, coordination, implementation, monitoring, and reporting of agricultural programs and partnerships with government departments, local authorities, farmer groups, private sector, and development partners.
Job Responsibilities 01:
Project Development and Management:
Tasks
Ensure that the project is planned, implemented, and managed with technical, logistical and administrative support.
Lead the design and implementation of annual provincial agricultural work plans aligned with national program goals.
Provide technical direction on crop production, livestock, irrigation, climate-smart agriculture, and value chain development.
Identify provincial priorities, risks, and opportunities for agricultural growth and innovation.
Ensure that beneficiary selection, verification and distribution of inputs to the beneficiaries are in accordance with the approved beneficiaries list.
Ensure that beneficiary training courses are completed at the village level with the support of other colleagues in the proper way with agreed objectives.
Ensure that the project inputs are managed with all standards in different locations.
Ensure that proper documentation is maintained according to the ActionAid and donor requirements.
Provide technical support to the provincial team in the development and implementation of project activities
Provide support to the project teams to develop and revise strategic plans to align with the country strategy.
Accountable for oversight of monitoring, budget utilization, preparing weekly, monthly, quarterly, and annual reports.
Assist Line Manager in responding to the enquiries of a technical nature from field staff, government, donors and other stakeholders.
Assist in the development of project proposals in accordance with the donor guidelines, including the facilitation of inputs from the field.
In collaboration with the Regional Manager and other project staff, ensure enquiries from donors are responded to promptly and that good quality project reports are prepared and submitted on time.
In consultation with the Regional Manager and other project staff, organize and facilitate meetings and workshops with relevant staff to guide Project direction and enhance Project performance.
Undertake regular visits to field and project sites to support implementation, validate monitoring reports and assess capacity needs of field staff.
To ensure that all activities are implemented in accordance with the project proposal and to provide agricultural technical support to the team as needed.
Oversee day-to-day execution of agricultural interventions, ensuring compliance with program standards and donor requirements.
Manage provincial budgets, resources, and timelines.
Coordinate demonstrations, field days, training sessions, and extension activities for farmers and local partners.
Ensure quality implementation of climate-resilient technologies, sustainable farming practices, and market-driven approaches.

Project Quality Assurance:
Tasks
An effective project delivered with impact in line with agreed objectives.
Actively encourage and facilitate the documentation of good practice and lessons learned in the field and ensure that this information is shared throughout the country Project.
Guide the process for identifying, reviewing or and developing indicators for measuring progress and impact of project interventions. Such performance indicators are to be developed in consultation with the relevant Project teams.
Support and train Project and project staff members to undertake baseline, endline surveys, evidence-based assessments and both qualitative and quantitative data analyses to measure and document project effectiveness in accordance with ActionAid guidelines.
Ensure that data collection and analyses is shared with Project staff and include a focus on gender issues.
Assist the Program Manager in preparing progress and final reports, together analyzing these in terms of problems and actions needed.
Provide high-level technical guidance on crop production, horticulture, irrigation, livestock, value chain development, and climate-smart agriculture practices.
Review and update technical training materials, manuals, and extension packages for farmers.
Ensure quality standards are maintained for input distribution, training sessions, demonstration plots, and other agricultural interventions.
Work closely with M&E teams to track project indicators and ensure accurate data collection and reporting.

Coordination:
Tasks
Engage with the government to appraise AA’s work and to feed it into government planning processes: Represent AAA in meetings at the provincial, District and village level to appraise AAA’s work to garner support in smooth implementation of projects.
Serve as the primary provincial focal point with government departments (Agriculture Extension, Irrigation, Livestock, Forestry, Research Institutes).
Build and maintain strong partnerships with NGOs, private agribusinesses, farmer cooperatives, and community leaders.
Facilitate multi-stakeholder platforms and coordination meetings.
Engage intra and inter department coordination with finance, admin, logistics, IT, HR and MEAL for smooth and transparent implementation of the project.
Attend stakeholder meetings as advised by the line manager.
Ensure compliance with any departmental requirements at the provincial, district and village level for effective implementation.

Represent AA Afghanistan; undertake all such actions that are required to further AA role in the country and the federation and undertake assignments as directed by the line manager.
Job Requirements:
1. Education & Experience:
Bachelor’s or master’s degree in agriculture, public administration, social sciences, or related fields.
7–9 years of relevant experience in program coordination, management, or field operations, preferably with NGOs or UN agencies.
2. Key Skills:
Strong leadership, coordination, and team management skills.
Excellent communication and reporting skills in English and local languages.
Good knowledge of project cycle management, M&E, and community mobilization.
Familiarity with humanitarian principles, DRR, and gender mainstreaming.
Demonstrated experience with UNDP -funded projects is an advantage.
Technical Skills:
Experience of working in water/infrastructure/emergency program with emergency context.
Experience of working with various ministries and government departments to improve service provisioning, capacity building, policy advocacy processes.
Experience and skills to handle implementation of complex and socially sensitive components of adolescent development, given the context of fragile socio-economic and security situation of the country.
Knowledge and skills of facilitating agricultural value chains training.
Excellent communication and reporting skills in English.
Excellent team building and participatory management skills.
Abilities to undertake frequent field visits (80% time) for project progress follow up and monitoring.
