Job Description:
Job Summary:
The MEAL officer will monitor the implementation of UNDP funded project “Addressing Basic Human Needs through the ABADEI Strategy – Infrastructure”, in collaboration with the provincial coordinators and MEAL manager at Kabul. The role will be based in Paktia provincial office, with extensive travel (up to 75% of time) to project sites in Paktia, Logar and Khost provinces to initiate and verify data collection. S/he will be responsible for document progress in accordance with the project's MEAL Framework. The Officer will also be responsible for providing technical support to the project staff on beneficiary selection, beneficiary verification process, monitoring of work progress in project sites plus qualitative and quantitative data collection and recording achievements against pre-defined performance indicators.
Responsibilities and Tasks :
- Lead field monitoring all project activities in Paktia, with regular travel to Logar and Khost.
- Collect and verify beneficiary data using Kobo/ODK and ensure accuracy of all records.
- Support beneficiary identification, verification, and cross-checking in all target districts.
- Monitor TVET training, Cash-for-Work, SMEs, greenhouses, poultry farms, and DRR activities.
- Maintain and update MEAL tracking tools, including PITT and activity monitoring reports.
- Implement and manage Complaints & Feedback Mechanisms (helpdesk, hotline, AWAAZ, boxes).
- Conduct Post-Distribution Monitoring (PDM), pre- and post-tests, and satisfaction surveys wherever needed.
- Document lessons learned, best practices, success stories, and photos from the field.
- Ensure compliance with safeguarding, PSEA, Do No Harm, and gender-sensitive programming.
- Prepare weekly/monthly MEAL reports and provide analysis to the project and MEAL teams.
- Conduct regular field visits to verify quality and progress of infrastructure and livelihood activities.
- Support the MEAL Coordinator during baseline, endline, and third-party monitoring processes.
- Train project staff and community facilitators on MEAL tools, data collection, and accountability standards.
- Regularly update the UNDP MIS system with accurate and timely project information in line with donor reporting requirements.
Maintain and update ActionAid Afghanistan’s internal data management system on a routine basis to ensure complete, organized, and reliable program data.
Job Requirements:
Education & Training:
- A university degree in agriculture /BBA or any other social sciences and related field.
- Good understanding of all phases of the project management cycle, particularly project monitoring and evaluation systems.
- Experience in writing case studies, stories of change and other promotional material.
- Working knowledge of both spoken and written English.
- Good communication and interpersonal skills, and able to work with others in a non-hierarchical structure.
- Experience with using Kobo/ODK and other data collection applications.
- Self-motivated and able to work independently.
Good analytical and report writing skills and proficient in the use of standard computer software such as MS Word, Excel and internet communication plus systems pertaining to data analysis.
Experience:
- At least 2-3 years of experience in M&E roles with national or International NGOs in the implementation
Knowledge and previous experience in the human rights-based approach and gender sensitive monitoring and evaluation will be an advantage.
Technical Skills:
- Excellent knowledge and skills in quality and quantitative data analysis
- Knowledge of tools of monitoring and evaluation –qualitative and quantitative
- Knowledge of designing and operating KOBO platform
- Knowledge of database development & MIS system
Basic knowledge (which can be gradually improved) of the dimension of gender and inclusion and how to monitor and evaluate them.
