About Union Aid:
Union Aid (UA) was established by a group of Afghan philanthropists and social activists in July 1979 in Peshawar, Pakistan. Union Aid was serving Afghan Refugees and host communities living in/around refugee camps through various projects in three main sectors; health, education and skill development. UA has been providing basic health services through hospitals, Basic Health Units (BHUs), labor rooms, provision of prosthetic limbs and first aid trainings. UA facilitated Afghan Refugees in education sector through providing formal basic and higher education, skill development programs for men and women, literacy centers and scholarships.
Union Aid is actively providing regular support in humanitarian & development sectors such as, Healthcare, Nutrition, Education, Scholarships, Technical Vocational Education Trainings, Family Support Programs, Emergency Response and Support, Livelihoods, Food Security, Shelter, Construction/Rehabilitation of community level infrastructures, Environmental Protection, and WASH.
Job Description:
Position Summary
The Project Coordinator is responsible for planning, coordinating, supervision and overseeing the implementation of health-related projects particularly those implemented under the BPHS/EPHS service delivery framework within Union Aid. The role requires effective collaboration with internal teams, partners, and external stakeholders to ensure that project activities are delivered on time, within scope, and according to donor requirements and national health standards. The Coordinator will monitor project progress, identify challenges, ensure quality implementation, and provide timely reports to management. The role will coordinate technical, administrative, logistical, monitoring and evaluation components. The ideal candidate holds an MD/MBBS degree with an MPH with demonstrated experience in managing public health projects in Afghanistan. Candidates with related degrees can also be considered provided they have an MPH (refer to the education and experience section).
Key Responsibilities
- Project Management, Coordination and Implementation
- Lead the planning, implementation, and supervision of all project activities.
- Develop detailed work plans, activity schedules, and field implementation strategies.
- Ensure project activities are completed on time, within budget, and in alignment with project objectives.
- Coordinate with field teams, partners, local authorities, and health facilities to ensure smooth operations.
- Ensure full compliance with organizational policies, donor regulations, and national health guidelines.
- Ensure timely submission of activity updates to management and donors as required
- Technical and Quality Assurance
- Provide technical guidance to field staff and project teams on health program components such as primary health care, maternal and child health, community health, and disease prevention.
- Ensure all interventions follow BPHS standards as well as national health guidelines and international standards.
- Implement quality improvement plans and address gaps identified in supervision or monitoring visits.
- Identify gaps or challenges in project and service delivery and propose corrective actions.
- Support capacity building and on-the-job training for project and health facility staff.
- Monitoring, Evaluation & Reporting
- Monitor project progress against indicators, work plans, and budgets.
- Conduct regular field visits to assess the quality of implementation.
- Prepare and submit accurate bi-weekly, monthly, and periodic reports to line management using specified formats.
- Support preparation of semi-annual report which will be used for the online reporting platform of Ministry of Economy.
- Ensure accurate collection, verification, and analysis of HMIS and project data
- Proposal & Concept Note Development
- Contribute to drafting and leading of project proposals, concept notes, and expression of interests for new funding opportunities.
- Participate and or conduct needs assessments, data collection, and situational analyses to support proposal development.
- Ensure proposed interventions meet donor expectations (Government donors, UN agencies, International organizations and foundations) as well as technical standards, and organizational strategic priorities.
- Collaborate with program, finance, MEAL/M&E teams and Management during project design and budgeting.
- Coordination & Representation
- Represent the organization in coordination forums, cluster and technical meetings, as well as relevant stakeholder’s platforms.
- Maintain positive and strong working relationships with government departments, International and National NGOs, community leaders, donors and partners.
- Facilitate regular communication among stakeholders to ensure effective collaboration.
- Financial & Resource Management
- Monitor project budget and expenditures to ensure cost-effective implementation.
- Prepare procurement plans, cash forecasts, and resource requests for project activities.
- Ensure proper utilization and safeguarding of project assets, supplies, and equipment.
- Review and verify field financial documents for accuracy and compliance before submission.
- Compliance, Safeguarding & Risk Management
- Identify project risks and contribute to developing mitigation strategies.
- Ensure compliance with all organizational policies, including safeguarding, PSEA, gender equity, child protection, and security protocols.
- Ensure staff follow safety protocols and organizational policies.
- Promote a safe and respectful working environment for staff and beneficiaries.
Job Requirements:
Education:
- Master in Public health (MPH) or equivalent Public Health degree.
- Additional certification in project management is highly desirable.
Experience:
- Minimum of 5 years of experience in health project management, with at least 3 years in BPHS/EPHS implementation and donor reporting.
- Experience working with donors such as UN agencies, or other health-sector donors is highly preferred.
- Having proven experience in proposal writing and development, as well as concept, expression of interests, Log-frame and budgets is preferred.
