Job Description:

Job Purpose:

The Referral Officer will be responsible for overseeing the effective management of the referral system to ensure that vulnerable beneficiaries receive timely and appropriate services. This role involves developing and maintaining a comprehensive mapping of available services in collaboration with project managers and technical units. The Referral Officer will build strong relationships with local and international stakeholders, facilitate communication and coordination among teams, and ensure accurate documentation of referral cases. By implementing quality assurance measures and conducting data analysis, the Referral Officer aims to enhance the overall efficiency of the referral process, thereby improving the access and outcomes of services for individuals in need. The role also strengthens protection mainstreaming by ensuring safety, dignity, and inclusion principles are integrated across activities and coordination efforts.

The Duties and responsibilities may include but not limited to: 

Key Responsibilities:

1. SERVICES MAPPING & REPRESENTATION

  • Service Mapping: Develop and maintain an updated sectorial services mapping in collaboration with Project Managers and the Technical Unit, identifying services that benefit HI beneficiaries within the intervention area, adhering to HI IAR and referral SOPs.
  • Centralized Initiatives: Contribute to centralized services mapping efforts by providing relevant information about HI activities, including available services, referral conditions, and beneficiary selection criteria.
  • Stakeholder Engagement: Build and strengthen relationships with local and international NGOs, UN agencies, site management, community focal points, OPDs and other service providers to enhance knowledge about available services and improve the quality of the service mapping.
  • Meeting Participation: Attend meetings regarding case management and referral systems including case conferences, engaging with UN agencies and INGOs/NNGOs.
  • Team Briefings: Continuously update HI field teams on the latest service mapping information.
  • Field Guidance: Provide necessary information to field teams to assist in orienting beneficiaries, including official Q&A from external service providers and a list of available hotlines.

2. REFERRAL MECHANISM

  • Manage Referral System: Oversee the HI referral system according to HI IAR and Referral SOPs, ensuring effective case handling.
  • Referral  Management: Receive all internal and external referral cases, implement referrals to relevant internal services or external providers, and follow up until services are delivered, closing each referral  appropriately.
  • Internal Coordination: Organize and lead internal Case Management meetings with Social Workers to ensure efficient referrals among HI teams and facilitate communication with service providers. Update field teams on referral outcomes, services mapping, new cases, and the referral system.
  • Technical Support: Provide technical assistance to social workers in accordance with HI frameworks and SOPs.
  • Referral Documentation: Check, update, and archive internal and external referral forms in beneficiary files.
  • Communication with Providers: Ensure timely communication with external service providers regarding the status of referred cases.
  • Needs Identification: Collaborate closely with project managers and social workers, MHPSS workers and physiotherapists to identify beneficiary needs and connect them with appropriate internal and external service providers.
  • Emergency Referrals: Prioritize immediate referrals for life-threatening cases reported from the field, keeping the Project Manager informed.
  • System Improvement: Contribute to enhancing the HI referral system, including referral pathways, service mapping updates, and data analysis.
  • Beneficiary Follow-Up: Contact referred beneficiaries to gather feedback on referral outcomes.

3. DATA ANALYSIS AND REPORTING

  • Database Development: Collaborate with the MEAL Unit to create and maintain HI Referral Databases (internal and external), ensuring proper design, coding, and functionality.
  • Database Updates: Regularly update HI Referral Databases and Referral Tracking Log with relevant and current information.
  • File Management Support: Work with the Database Officer to ensure effective management of beneficiaries' physical files, proposing guidelines and monitoring adherence to prevent duplication.
  • Training Participation: Participate in field team training focused on data collection methodologies.
  • Quality Checks: Conduct routine quality checks on forms and files.
  • Data Analysis: Initiate and lead data analysis related to referred beneficiaries, providing insights based on defined methodologies.
  • Reporting: Contribute to reports detailing progress and impact, both internally and externally.
  • Weekly Reporting: Provide the Project Manager with a weekly report on referral management activities.
  • Ad-Hoc Reporting: Supply data and reports as needed for donor communication, coordination, and other purposes.
  • Archiving Practices: Ensure that beneficiary files related to referrals are clearly and accessibly archived.

4. SUPERVISION AND CAPACITY BUILDING

  • Supervision of Social Workers: Oversee and support social workers in their daily activities, providing guidance and mentorship to enhance their effectiveness.
  • Capacity Building: Identify training needs for social workers and organize relevant training sessions to build their capacity in referral processes and case management practices.
  • Daily Management Coordination: Assist the Project Manager with daily management and coordination tasks, ensuring smooth operations of the referral system and case management activities.

Job Requirements:

Qualifications and Skills:

  • University Degree in law, Human Rights, Social Science studies or relevant field.
  • Minimum 3 years of experience in humanitarian protection with I/NGOs
  • Knowledge of referrals mechanisms
  • Ability to work in a multidisciplinary team
  • Demonstrated ability to develop and apply clinical tools 
  • Experience in development and provision of training and coaching
  • Knowledge of community-based protection and comprehensive rehabilitation approach
  • Ability to work with partners (local and international actors
  • Ability to develop information materials
  • Familiar with MS Office (Word, Excel) and the internet
