Job Description:

MAIN TASKS AND RESPONSIBILITIES:

  • Strengthen the financial management, internal control, and governance systems of supported cooperatives and enterprises.
  • Develop and deliver training on basic bookkeeping, budgeting, financial reporting, transparency, and cooperative governance.
  • Advise on the legal structures, roles of management committees, member rights, and constitutional frameworks for producer groups and cooperatives.
  • Develop simple, practical financial management manuals, record-keeping tools, and governance charters tailored for MSMEs.
  • Conduct periodic reviews of financial records and governance practices, providing corrective recommendations and follow-up support.
  • Assess the existing financial management and governance capacity of all grant-receiving enterprises and develop individualized strengthening plans.
  • Establish and train Enterprise Management Committees on their fiduciary duties, meeting management, and transparent decision-making processes.
  • Support enterprises in setting up basic digital or manual accounting systems for tracking income, expenses, assets, and liabilities.
  • Prepare model governance documents, such as membership agreements, committee terms of reference, and conflict-of-interest policies.
  • Monitor the financial health and governance maturity of supported entities over time, reporting on improvements and ongoing challenges.

Job Requirements:

MINIMUM QUALIFICATIONS AND REQUIREMENTS:

  • Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. A professional accounting certification (ACCA, CPA, CA) is a significant advantage.
  • Experience: Minimum of 5 years of experience in financial management, auditing, or governance advisory, preferably with NGOs, cooperatives, or SMEs in Afghanistan.
  • Donor Experience: Proven experience in developing and delivering financial literacy and governance training for donor-funded enterprise development projects.
  • Technical Skills: Expertise in setting up financial control systems and strengthening organizational governance in informal business settings.
  • Languages: Fluency in Dari and/or Pashto is essential. Strong English report-writing skills are required.
