Health, Disability and Development Organization (HDDO) is a national nonprofit and nonpolitical organization which has been registered with Ministry of Economy of Afghanistan in 07 January 2020 with the aims to advocate, promote and facilitate the Economic empowerment, socioeconomic reintegration, Physical rehabilitation, provision of health, education and livelihood support to the most marginalized, hard to reach and underserved population of the Country including person with disabilities, victims of war, mine and ERW in Afghanistan. Job Summary
Community Rehabilitation Workers (CRWs) are responsible for implementing the Community-Based Rehabilitation (CBR) strategy at the community level. Their role focuses on promoting rehabilitation, recognition, inclusion, and full participation of Persons with Disabilities. Key responsibilities include raising awareness, providing training to communities and caregivers, identifying the needs of Persons with Disabilities, and facilitating referrals to appropriate service providers and support systems.
Reporting line
He /She will be reporting to the CBR field supervisor and project manager when required.
Duties & Responsibilities
General:
- Stay informed and updated on matters related to HDDO and the operational environment within the assigned area.
- Foster teamwork, professionalism, and a strong commitment to high-quality service delivery.
- Build and maintain effective coordination with other HDDO units, local authorities, institutions, and NGOs operating in the district.
- Perform additional tasks as assigned by the line supervisor, Provincial Project Manager, or central office team.
Supervisory Tasks:
- Supervise the daily activities of community volunteers and family trainers to ensure effective implementation of rehabilitation services.
- Oversee the rehabilitation interventions delivered by family trainers and community volunteers to maintain quality and consistency.
- Conduct follow-up on rehabilitation cases referred to HDDO Physical Rehabilitation Centers or other relevant rehabilitation and health facilities to ensure continuity of care.
- Collect and maintain accurate data on Persons with Disabilities at the district level and submit monthly reports to the line supervisor.
Technical Tasks
- Conduct Household Assessments
Carry out comprehensive house-to-house surveys to identify Persons with Disabilities within the assigned community, ensuring accurate registration and documentation. - Needs Assessment and Individual Rehabilitation Planning
Assess the needs of each Person with Disabilities using Community-Based Rehabilitation (CBR) tools and develop personalized rehabilitation plans, including identifying appropriate training materials and support services. - Act as a Primary Referral Point
Serve as the first referral source within the community to support effective implementation of the CBR strategy, ensuring timely linkage between individuals and required services. - Mobilize Local Resources
Identify, mobilize, and coordinate available community resources to enhance rehabilitation outcomes and strengthen community ownership of disability inclusion initiatives. - Promote Awareness and Advocacy
Raise awareness and provide guidance to community members on disability, inclusion, and rehabilitation-related topics to build a more inclusive and supportive environment. - Disability Prevention and Knowledge Sharing
Promote knowledge about disability prevention across different age groups and stages of life, ensuring communities are informed about early detection and preventive measures. - Support Inclusive Education
Identify school-aged children with disabilities and facilitate their inclusion into formal and non-formal educational settings, such as schools and madrassas. - Contribute to Reporting and Documentation
Support the CBR Field Supervisor by preparing disability-related reports, life stories, or awareness content to document progress and challenges. - Referral to Specialized Services
Refer Persons with Disabilities in need of specialized rehabilitation services to appropriate centers inside or outside HDDO’s operational area. - Support Home-Based Rehabilitation
Follow rehabilitation plans and therapy instructions provided by physiotherapists and ensure proper implementation during home-based therapy sessions. - Perform Additional Assigned Tasks
Carry out any additional responsibilities assigned by the Provincial Project Manager or CBR Field Supervisor to ensure effective implementation of the CBR program.
Training Tasks
- Provide training to family trainers and community volunteers on topics and materials used for home-based rehabilitation of Persons with Disabilities.
- Assist and support the Physiotherapist (PT) and CBR Field Supervisor in conducting training sessions for community members, teachers, health staff, and other stakeholders on disability rights and related topics.

Qualification:

Experiences
- Minimum three years’ work in community development program, preferably work with disability or disability support organization.
- Fluency in Pashto and Dari written and spoken
- Ability to travel and live at HDDO project sites within Afghanistan
- Being Afghan citizen
- Experience with NGOs
