Job Description:
Job Purpose:
The main purpose of this position is to manage all aspects of Information Communication Technology (ICT) of Handicap International Country Office in Afghanistan, under the supervision of the Logistics Manager. The ICT & Asset Officer has overall responsibility for the supervision of ICT function to ensure that appropriate technical support is available for software, hardware and communications services, in line with the program and organizational ICT standards. The incumbent works closely with the other Support Services, Programs and Technical Unit staff in Kabul and bases to achieve the strategic and operational goals of the organization.
Duties and responsibilities may include but not limited to:
- Ensuring that there are ICT policies and systems that meet donor requirements and organisation’s policies. And ensure proper understanding and adherence to donor and HI rules and regulations in all offices and that all ICT processes are professionally documented, have complete and accurate support documentation and are appropriately filed.
- Keep abreast with legal procedures and obligations, and always maintain current knowledge of government and organisational requirements relating to ICT and ensure compliance with the law and organisational policies.
- In collaboration with the Logistics Manager, identify appropriate ICT management tools and resources required and ensure that the unit is appropriately resourced to be efficient and effective.
- In collaboration with Log Manger to set up new users' accounts and profiles and deal with password issues through HQ IT unit
- Install and update network system improvements and Monitor and maintain computer systems and networks functioning properly
- Manage Internet, Hardware and Software Applications and its performance to support business operations.
- In collaboration with Country Logistics Manager, prepare annual ICT plan that ensures proactive support on ICT including data backup and archiving, maintenance of program intranet sites and ensure industry best practices are implemented at a cost-efficient way.
- Ensure that all users of ICT equipment and systems are trained and provided with appropriate computing skills and are kept informed of any new ICT information.
- Assist (or where necessary lead) on the development of business cases and ad-hoc projects requiring support from ICT.
- Advise on the technical specification relating to the development or procurement of new information systems or ICT infrastructure.
- In conjunction with the SSC, develop and communicate the program’s ICT Strategy and Plan
- Ensure sound Business Continuity and Risk Mitigation measures are in place to effectively protect the organizational data and other ICT assets.
- Support and develop basic web-based online tools that can be used to enhance business operations and program activities
ICT Help Desk Assistance
- Provide basic support on software and hardware (troubleshooting)
- Install or assist in installation of hardware and peripheral components such as monitors, keyboards, printers, and disk drives on user's premises.
- Respond to staff inquiries concerning systems operation and diagnose system hardware, software, and operator problems.
- Instruct users on equipment, software and information usage and management.
- Ensure anti-virus updates are made to all Desktop Computers & laptops in Kabul and bases.
- Install and ensure that all PCs are loaded with HI standard software and maintain standard configuration.
- Provide ad-hoc direct user support where possible and escalate to next support level (External resource or HQ) if need be.
ICT Preventive maintenance
- Carry out periodic preventive maintenance on all IT equipment in Kabul and bases.
- Deal with and following up on equipment repairs and services and with external vendors.
Asset Management
- Responsible for installing, monitoring, maintaining and securing materials. And manages the stock of IT materials (storing, dispatching and inventories),
- In charge of the smooth running of all equipment at country and base level.
- Update and follow up the Country Equipment Monitoring Chart (EMC) General Monitoring Chart (GMC) of all bases are updated regularly
- Provide the last updated Country Equipment List to the Country Logistics Manager at the end of each month
- Check, follow Equipment of bases and integrate them to Country equipment Monitoring chart
- Chart
- Maintain all IT and other equipment in good condition and find suitable solutions in case of failures or malfunctioning (antivirus, framework contracts for regular maintenances, )
- Checks IT equipment at reception.
- Provide teams with adequate means for data backup and implement monthly back up system.
- Request for new SIM cards when needed.
- Follow-up on credit and phone fleet, as well as the invoicing from the phone credit provider
- Update contact list and credit requests on monthly basis.
- Ensure the implementation of asset management procedures at country office and bases (identification cards, tagging…)
- Support the base and field staff by giving them regular refresher trainings on the asset management procedure.
- Record the new needs of staffs in terms of IT equipment (Laptop, phone etc.)
- Prepare and archive Staff lend certificate for each equipment which is given to the responsibility of one HI staff. Ensure to have archived, signed and well updated Staff Lend Certificate for each HI staff at mission level.
- Maintain the proper storage of inactive IT assets (computers, printers, UPS’s, etc.).
- Preparing the necessary study to measure the effectiveness of the devices and how to improve their performance.
- Coordinates timely repair of Equipment under warranty by the supplier.
- Implementing the Preventive Maintenance Plan and upgrades of systems.
- Asset verification, Creation of tagging number, preparing of donation and lost report obtaining validation from concerned people of all bases.
- Drafting report for donors of Asset, stock report ends of each project including bases.
Reporting and field visit
- Provide monthly reports on time (Equipment list, phone credit follows up, contact list, etc.)
- Provide reports about any IT issues.
- Proceed to regular visits to HI offices and activity’s locations to solve any ICT issue, provide any ICT/equipment management training, check HI equipment about quality and maintenance, proceed to back-up or equipment/software installation.
Other responsibilities
- Being a member of the logistics team, offer additional support to the team on other Logistics roles as may be required from time to time.

Job Requirements:
- Bachelor’s Degree in relevant field (Business Information Technology) or equivalent.
- Relevant professional qualification in ICT such as (ITIL, MCSA/E, CCNA, IMIS qualification or equivalent)
- Minimum of 3 years of relevant IT experience with I/NGOs
- Experience in Asset Management with INGO
- Proficiency in English and Local languages (Dari, Pashto)
