Tdh has been working in Afghanistan since 1995 and carry out projects related to Child Protection, Mother and Child health and Livelihood Programs in Kabul, Balkh, Kunar and Nangarhar provinces.

Job Description:

Under the direct supervision of the Program Coordinator and Child protection advisor at Kabul , the Project Officer for Balkh is in charge of the overall implementation of the project components in (Balkh province ), The Project Officer based in Balkh provides technical inputs / support to projects' staff in close collaboration with Program Coordinator and Child protection advisor, and operational teams.).

Design intervention and activities programmes and coordinate their implementation with the line manager, develop a regional dynamic both within Tdh (links between Tdh projects and delegations in his/her field) and externally (regional partnership, working in a network, centres of expertise and working groups, etc.).

The project officer will be responsible for his team security, He/she has to make sure the districts the team visits are safe as well as the routes are prior checked with security links in the areas, the team should be time to time briefed about security measures taken into consideration.

Weekly and monthly action plan developed for the operational staff and the project officer himself/herself,

Weekly and monthly activities’ report is developed and shared with the line manager on timely manner and Regular visits to the working districts with the teams identify the strength and weaknesses to support and look for the success story of the intervention.

Coordinate with the provincial governmental authorities (DoEc , Governor house, Line departments, district administration etc ) for project registration, reports and confirmation letter etc. To help reduce the risk of protection by visiting to each community resource center, making accurate assessments of risk factors, and referring to the case to other organization as necessary. The project officer responsible to monitor and supervise the activities related to protection in Balkh province. He/she Support the M&E assistant on development of M&E tools for better monitoring of the outcome of the project activities. 

 

Duties & Responsibilities

  • Monitor, check and analyze the social workers, animators, team activities, offering professional support as required.
  • Monitor and supervise the project activities according to the project objective, goal, outcome and output and provide the feedback on the progress of the project activities to the program coordinator and Child Protection advisor.
  • Train the staff and provide follow-up for continuous of the project outcome.
  • Follow- up of specifics issues related community resource centers, MHPSS center, cash distribution events.
  • Support the smooth distribution of the cash for the pre selected beneficiaries.
  • Participate in training sessions and meetings according to the Project Coordinator’s requirements
  • Representing the Tdh organization with government authority (DoRR, DoEc) and other services, UN agencies in consultation with program coordinator and Child Protection advisor.
  • Support the M&E assistant on the collection of Qualitative and quantitative data to ensure data analysis of the project
  • Providing the progress reporting of the project activities base on the need of the stakeholder and as required by line manager (s)
  • Identify and report immediately about problems that may jeopardize the programme goals
  • Serves as a positive role model for the organization
  • To be able to monitor and supervise the child protection unit in the region and provide feedback to the Child Protection Unit.
  • Other duties that may be required

 

Protection

  • Protection: Use observation skills to detect any behavioral changes or specific vulnerability in children that may be reason for concern and share these observations with immediate supervisor and social workers team at joint weekly staff meetings to determine appropriate responses.
  • Ensure that all child protection related activities are in line with child protection minimum relevant standards and enhance program / activities based on CPMS.

 

Cash distribution

  • Worked closely with the social worker for developing of the selection criteria with the support of the reginal manager and child protection manager.
  • Support the logistic dept on the identifying the financial service provider in the region.
  • Support the social worker for the identified the proper place for the distribution side.
  • Coordinate and invite the relevant authority to the distribution

 

Safeguarding Policy (Global Code of Conduct)

  • Global Code of Conduct (GCC) Child Safeguarding Policy (CSP), Policy on the Protection from sexual exploitation and Abuse (PSEA), Directive on staff misconduct at workplace and GBV, Operational Risk Management: Undertake to adhere to the Terre des hommes safeguarding policy and the principles connected to children's rights
  • Undertake to ensure the best possible practical implementation of the safeguarding policy (Global Code of conduct) and the management of operational risks in his/her area of intervention and within his/her team.
  • Make sure all volunteers, visitors sign / understand Tdh Global code of conduct at a glance and my commitment to child safeguarding.

 

Safety & Security

  • Conduct field visits with the consent of line manager who check the security of the area prior.
  • Report instantly if you observe any security threat, heard any report any suspicion, rumors about the safety of the staff and its beneficiaries
  • Strictly follow Tdh security policy and regional security plan.
  • Ensure and facilitate prompt sharing of information and action on all events relating to security issues

Job Requirements:

  • University degree holder , preferably in project management
  • 5 years’ working experience with the protection project, and livelihood project activities.
  • In-depth knowledge and understanding of current evidence-based obstetric care.
  • Experience in applying Behavior Change Communication models.
  • Experience in managing the cash distribution,  and protection projects
  • Experience and managing the large number of staff including protection, and cash distribution.
  • Fluency in oral and written communication in English, including representation, liaison and negotiation skills in (Pashto and Dari).
  • Computer literacy and familiarity with Microsoft Office (Word, PowerPoint presentations, and Excel spreadsheets and budgeting).

Also:

  • Experience of managing and supervising of social worker and other staff.
  • Experience working in the rural area and in district level of Balkh province
  • Know very well protection issues in the province and how to reach out.
  • Has worked in the Protection sector with government, NGOs INGOs, or UN.
  • Able to present protection concerns verbally and in writing.
  • Has good understanding of core theories related to, protection and child protection.
  • Has good knowledge of the principles and approaches to protection programming.
  • Has good working knowledge of national and international legal frameworks and conventions related to protection including the UN CRC, its Operational Protocols and relevant ILO Conventions.
  • Understands specific legal standards and policies which provide special measures of protection for in emergencies.
