Job Description:
Project Management:
- Provide overall strategic leadership, management, and technical direction for the SIDA-funded project in Badghis Province, ensuring timely and quality completion in line with the approved proposal, log frame, and targets.
- Support and supervise project staff and collaborate closely with the Head of Program on project planning, implementation, and monitoring and donor program team.
- Oversee the mapping, establishment, training, and support of 100 inclusive Community-Based Structures (CBS) across 4 districts.
- Plan and oversee the implementation of all project components, including climate-resilient livelihoods, child protection, capacity building, community-led initiatives, protection, and advocacy, monitoring day-to-day activities.
Monitoring and Evaluation:
- Develop and implement strong MEAL plans along with MEAL team to conduct timely monitoring, measure results, outcomes, and impacts, and facilitate continuous improvements.
- Prepare fact-based messages, success stories, and documented case studies reflecting project implementation.
- Supervise and monitor project locations and activities to ensure quality and integrity in delivery, particularly for community-led initiatives.
- Identify and communicate successes, challenges, and lessons learned to the Head of Program and relevant stakeholders.
Result-Based Monitoring and Implementation:
- Undertake regular field visits to oversee activity results and progress against targets (e.g., 100 CBSs established, 1,500 community members engaged).
- Analyze monitoring and evaluation data and produce high-quality narrative reports for donors and management.
- Collaborate closely with project officers, facilitators, and partner colleagues to ensure effective implementation and monitoring.
- Ensure that monitoring and evaluation findings are incorporated into future activities and implementation plans.
- Develop and oversee the implementation of data collection and analysis instruments and methodologies.
- Ensure the effective functioning of the beneficiary compliance and Complaints Feedback Response Mechanism (CFRM), prioritizing child safeguarding.
- Build capacity among WASSA staff on beneficiary accountability, CFRM, and War Child’s Child Safeguarding policies.
Knowledge and Lesson Learning Management:
- Disseminate knowledge and lessons learned from project activities among team, Field Coordinators, and partners.
- Organize learning events to capture best practices and lessons learned from CBS strengthening, livelihood, and protection interventions.
- Ensure timely information on progress and results is available through systematic data compilation, organization, and analysis.
- Document and share lessons learned and best practices, contributing to organizational learning and program development.
Budget Management:
- Ensure effective budget planning, monitoring, and utilization of project funds, including oversight of community-led initiative grants, in strict accordance with SIDA and organizational policies.
- Stakeholder Engagement: Build and maintain strong relationships with key stakeholders including SIDA, War Child, local authorities, community leaders, CBS members, and other NGOs to facilitate project implementation, advocacy, and ensure sustainability.
- Risk Management: Identify potential risks to project implementation, including programmatic, financial, and safeguarding risks, and develop mitigation strategies to address them in a timely manner.
- Gender Mainstreaming and Inclusion: Ensure that gender equality, disability inclusion, and women's empowerment are mainstreamed throughout project planning, implementation, monitoring, and evaluation processes.
- Conflict Sensitivity: Incorporate conflict sensitivity principles into all activities to minimize potential negative impacts on local dynamics in Badghis Province.
- Coordination and Networking: Represent WASSA and actively coordinate with relevant clusters, government bodies, and other organizations/projects in the region to share information, avoid duplication, and identify collaboration opportunities.
- Capacity Building: Identify capacity-building needs of project staff and CBS members; develop and implement capacity-building plans to address them in child protection, climate resilience, and community governance.
Reporting: Ensure timely and accurate reporting to management, SIDA, War Child UK, line departments, and internal stakeholders according to donor requirements and organizational standards.
Sustainability: Ensure that project activities, especially the establishment of CBSs and community-led initiatives, are implemented to promote sustainability and long-term impact beyond the project lifecycle.

Experience:
- Minimum 7 years of progressive experience in project management, preferably in livelihoods, child protection, community development, or related areas, in a humanitarian/development context/NGO.
- Proven experience in managing projects in the western region provinces of Afghanistan, particularly Badghis.
- Substantial experience in community mobilization, capacity building, and working with Community-Based Structures.
- Proven experience in working with local partners and stakeholders in a collaborative manner.
- Strong experience in monitoring and evaluation, including the development and implementation of MEAL frameworks, and donor reporting (e.g., for SIDA, or other institutional donors).
