Tdh has been working in Afghanistan since 1995 and carry out projects related to Child Protection, Mother and Child health and Livelihood Programs in Kabul, Balkh, Kunar and Nangarhar provinces.
Job Description:
Job Summary :
Under the direct supervision of the Project Manager, and technical support from Health advisor the Project Officer is responsible for the overall implementation of the project components in the earthquake-affected area. The Project Officer based in assigned area provides technical inputs/support to project staff in close collaboration with the project manager, regional coordinator, health advisor and operational teams.
Design intervention and activities of the project and coordinate their implementation with the line manager, develop a regional dynamic both within Tdh (links between Tdh projects and delegations in his/her field) and externally (regional partnership, working in a network, centers of expertise, and working groups, etc.).
The project officer will be responsible to develop the monthly action plan of the project, the project staff and himself/herself according to the project need and requirements. In addition, the incumbent will develop the required deliverables of the project including the monthly, quarterly, semi-annual and project closing report and share with his line manager and health advisor.
He will be also engaged to coordinate with the provincial governmental authorities (DoEc, Governor's house, Line departments, district administrations, etc) for reports, confirmation letters, etc.
Main responsibilities:

Conduct supportive supervision to the project sites to support the staff in proper offering of health care services in health facilities/mobile teams.( Spent 50% time in supportive supervison)

Provide regular support to health facility staff in development of quality monthly reports.

Provide technical support to health facility staff in provision of quality nutrition services to the catchment area population in accordance to the guidelines of public nutrition department of MoPH.

Analyze the health facility data for taking timely actions with regard to the prevention and control of disease particulary the communicable disease.

Support the health facility medical doctors and provision of accurate and proper diagnosis and treatment to the clients attending the health facility.

Collect and analyse and verify the monthly reports of all the relevant health facilities and submit to the MEAL department on monthly bases.

Ensuring the submition of project staff timesheets along with the leave forms to the HR department on timely manner

To conduct joint monitoring and supervisory visits from health facilities in close collaboration with all relevant line departmens (PPHD , UNICEF , WFP Etc) department and provide regular feedback to the health facility and mobile teams.

Participate in provincial coordination meetings organized by PPHD, UNICEF,WFP and other provincial stakeholder.

develop and maintain close coordination with the BPHS implementer organization and UN agencies for coordination of health facility/mobile team activities and interventions.

Participate in assessment and surveys conducteing by tdh at provincial levels.

Coordinate the project activities with community based platforms including the health shuras, community elders, district health acuthorities and religious leaders.

Manage the supply of medicine and medical supplies to health facilities/mobile teams on timely manner.

Collect and analyse the monthly medicine conuspmtion reports and supply the medicine to all health facilities on timely manner to avoid shortage in the stock .

Initiating the purchase requests for all medical and non medical items to address the needs of the relevant health facilities
Technical health Competencies:

Knowledge of managing health projects particulary the BPHS and EPHS system of MoPH.

In depth knowledge of primary health care services management.

Understanding of national health policies, service delivery mechanisms, and referral systems.

Ability to plan and monitor basic health services including maternal, neonatal, and child health (MNCH).

Knowledge of communicable disease surveillance, outbreak response, and hygiene promotion.

Tracking morbidity, mortality, and coverage rates in alignment with national and donor frameworks (SPHERE, WHO standards).

Skills in rapid needs assessments, first response coordination, and health cluster reporting during emergencies.

Knowledge of deloping primary health care level targets particulary of BHC/Mobile teams.

Understand the pharmacy management and knowleder of developing the pharmaceutical requests and supply of medicine to the health facilities.

Maintain close collaboration with MoPH, WHO, NGOs, and other partners to avoid duplication and ensure alignment.

Conduct field visits with the consent of the line manager who checks the security of the area prior.

Education :
Medical degree holder (MD) or graduate from Public Health from a recognized university with extensive knowledge in managing health and nutrition projects.
Experience / Skills :
At least 5 years working experience as project officer/manager in primary health care project with national and international organizations in Afghanistan.
In-depth knowledge and understanding of current evidence-based obstetric care and internationally agreed global strategies and interventions for the reduction of maternal mortality, and how to operationalize these.
Experience in applying behavior change communication models.
Knowledge and experience in protection.
Proven experience working with MoPH, health NGOs, and donor-funded projects in Afghanistan
Has a good understanding of core theories related to mother-child care and protection.
Languages:
Fluency in oral and written communication in English, including representation, liaison, and negotiation skills in Pashto and Dari.
IT knowledge :
Computer literacy and familiarity with Microsoft Office (Word, PowerPoint presentations, and Excel spreadsheets and budgeting).
