About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.

Job Description:

Objective 1: Vision and strategy

  • Contribute to the development, periodic revision, and implementation of ACF Afghanistan country strategy, with a focus on emergency response and localization.
  • Coordinate all areas of emergency programming and strengthen the country office’s overall capacity to be prepared and respond to emergencies.
  • Ensure contingency plans and rapid response mechanisms are in place including training staff on emergency protocols and disaster response procedures.
  • Contribute to the Country office efforts in securing donor funding for emergency projects, including coordination with UNOCHA, to increase access in ACF areas of operations in humanitarian settings.

Objective 2: Assessment, and program design

  • Maintain ongoing surveillance of the developing humanitarian situation.
  • Collect, consolidate, and share appropriate information to enable informed decision-making and coordinated responses.
  • Participate in the positioning of ACF in the event of a crisis and actively contribute to strategic reflections.
  • Lead needs assessments, ensuring the quality analysis and timely report that feeds into emergency projects proposal.
  • In collaboration with the program team, design multi-sectoral and standalone emergency response programs consistent with ACF Afghanistan strategy.
  • Collaborate with the partnership team to identify, onboard, and support strategic partners in successfully delivering humanitarian projects.

Objective 3: Implementation

  • Ensure proper planning, high-quality, and timely execution of emergency response programs across all assigned locations.
  • Integrate prepositioned stocks into operational plans, and ensure timely procurement, delivery and monitoring of emergency supplies.
  • Oversee logistics, security, and field operations during emergencies, including troubleshooting operational challenges.
  • Monitor project progress, ensure adaptive program management, and document best practices.
  • Support field teams in project planning, implementation, and tracking of indicators.
  • Regular site visits to monitor project activities and quality in compliance with the proposal and liaison with the Monitoring and Evaluation department.
  • Evaluate program staff as per the defined schedule and provide capacity-building and mentoring support.
  • Ensure program financial needs are anticipated and treasury forecasts are aligned with field requirements.

Objective 4: Base operational management

  • In collaboration with the Base Management Team, provide leadership and direction to ensure smooth program execution, address challenges and ensure continuity in operations.
  • Represent ACF in meetings with stakeholders and partners.
  • Support strategic planning and decision-making processes.
  • Identify the training needs and work with the technical departments and the HR team to develop, plan, and implement relevant training plans for each team member. And promote cross-program learning through joint reviews and planning with other departments.
  • Ensure compliance with all recruitment steps such as shortlisting, technical and placement interviews.
  • Resolve conflict and support in handling disciplinary matters as per ACF protocols and policies in close collaboration with the HR department and the supervisor.
  • Encourage compliance with the Charter and the fight against fraud, corruption, and abuse of power.
  • Motivate, coordinate, and supervise the teams, providing continuous organizational support to staff.
  • Act as a key liaison for security-related incidents and ensure compliance with security protocols.
  • Receive a clear handover when taking on the acting role and prepare a complete handover note at the end, including key tasks and important details to ensure smooth continuity.

Objective 5: Reporting

  • Provide general support for data collection and entry, in collaboration with the PMs and M&E team.
  • Provide support to reporting processes ensuring timely completion and submission of project reports including addressing donor feedback on submitted reports.
  • Ensure that weekly/monthly/quarterly data sharing and reporting is submitted on time with reliable information (both internally with for instance, APRs/sitrep, and externally with cluster reporting for example)
  • Ensure reactive, proactive and efficient communication and coordination with support departments to avoid blockages and ensure timely implementation.

Objective 6: Organizational priorities   

  • Identify, examine and report proactively areas of geographic or sectoral growth for the organization;
  • Contribute to overall project(s) design, activity implementation guidelines, training development, and documentation;
  • Contribute to the production of regular success stories on project implementation;
  • Support wider learning by leading on project(s) based learning and research;
  • Facilitates processes for internal and external knowledge sharing among the base program teams and supports such processes between provinces

Objective 7: Learning and development

  • Demonstrate initiative, adaptability, and a commitment to learning and ACF goals.
  • Engages in regular self-reflection and feedback sessions to develop strategies and plans that improve skills in leadership, problem-solving, handling uncertainty, creativity, resilience, and operational management.

Objective 8: Additional Responsibilities:

Objective 9. Coordination and Representation

  • Liaise with government authorities, humanitarian clusters, and partner organizations.
  • Represent the organization in emergency coordination forums.
  • Build strong relationships with stakeholders for effective response.

Objective 10. Compliance and Risk Management

  • Ensure adherence to organizational policies, donor requirements, and humanitarian standards.
  • Implement risk mitigation measures in high-risk environments.
  • Maintain accountability to affected populations and donors.

Job Requirements:

Education and experiences expected:

  • A bachelor's degree in fields related to international development, food security, or nutrition.
  • At least 3 years' experience working with international humanitarian INGOs specifically in emergency response, project management, or disaster risk reduction.
  • Proven experience in managing large-scale integrated/ multi-sector projects that include food security, livelihoods, health, nutrition, and WASH with an international humanitarian agency.
  • Proven project cycle management experience at a senior level for at least 3 years in an INGO. 

Technical skills

  • Strong organizational skills, attention to detail, and coordination experience.
  • Experienced in management, motivation and leadership skills.
  • Demonstrated experience in financial management, preparation and analysis of budgets for programming.
  • Experience in managing medium to large-sized teams.
  • Excellent written and spoken English.
  • Proficient in MS Office Applications.
  • Problem management, planning and analysis capability.
  • Excellent negotiation skills.
  • Ability to work under pressure.
