About ACGF - Afghan Credit Guarantee Foundation, Kabul Branch:
The Afghan Credit Guarantee Foundation (ACGF) is a charitable foundation based in Germany. ACGF is registered as International Non-Governmental Organization (INGO) with the Afghan Ministry of Economy and has established a Branch in Kabul. ACGF was founded in 2014 by the German Federal Ministry for Economic Cooperation and Development (BMZ) and DEG, a member of the KfW Group. ACGF is supported by funding from different international stakeholders, e.g. the European Union, the World Bank and UNDP/UNCDF.
ACGF's mission is to enhance access to finance for Micro, Small, and Medium Enterprises (MSMEs) in Afghanistan by providing credit guarantees, matching grants, and related Technical Assistance (TA) to Partner Institutions (PIs) – banks and microfinance institutions. During the period 2026 – 2029, ACGF will implement the second phase of the EU-financed MSME Access to Finance for Livelihoods in Afghanistan (MALA) project.
Job Description:
Purpose of Position
The External Liaison Officer plays a key operational role in supporting ACGF in effective communication and coordination with Afghan government authorities and other stakeholders with a focus of supporting the implementation of the second MALA project especially in the areas of Technical Assistance and Grants. The position holder ensures compliance with national regulations related to project registration, MoUs, and reporting requirements. The position holder will closely interact with ACGF´s Technical Assistance and Grant Experts. The administrative and logistical processes such as visa facilitation and event coordination will be part of the job profile.
The External Liaison Officer will primarily handle ACGF INGO-related operations and regulatory coordination tasks, focusing on respective interactions with the Ministry of Economy (MoEc) and the respective Line Ministries and the Da Afghanistan Bank. The position ensures that ACGF’s projects and operations remain compliant with national requirements and that all formal procedures—such as registrations, MoUs, and reporting—are carried out efficiently. Core goal is to see a smooth and compliant implementation of the second MALA project.
Duties and Responsibilities
Regulatory Liaison and Compliance
• Serve as ACGF’s primary focal point for all operational communication with the Ministry of Economy (MoEc) regarding project registration, renewals, extensions, amendments, and related correspondence.
• Coordinate the preparation, submission, and follow-up of project-related MoUs, compliance documents, and periodic reports as required by MoEc and other relevant ministries and the Da Afghanistan Bank.
• Maintain a clear understanding of Afghan legal and regulatory requirements related to non-profit foundations and development organizations, ensuring timely updates to ACGF management.
• Track and report on relevant regulatory developments, decrees, circulars, or procedural changes that may affect ACGF’s project activities.
• Ensure that all documentation submitted to Afghan authorities meets ACGF’s internal quality and compliance standards.
Administrative and Logistical Support
• Facilitate visa processing, extensions, and other official permits for international ACGF staff, consultants, and visitors in coordination with the Ministry of Foreign Affairs and relevant offices.
• Support administrative and legal formalities required for ACGF’s continued operational presence in Afghanistan (licenses, registrations, renewals, etc.).
• Organize and coordinate logistics for official meetings, workshops, and events involving Afghan authorities, donor representatives, or partner institutions.
• Maintain an updated calendar of government meetings, official submissions, and related deadlines.
Coordination and Communication
• Act as an operational liaison between ACGF’s management team in Germany/Afghanistan and Afghan authorities, ensuring timely transmission of official correspondence and documentation.
• Support the Local Representative of ACGF in administrative follow-up and meeting coordination, ensuring that ACGF’s engagement with authorities is consistent and compliant.
• Prepare concise meeting notes, follow-up summaries, and monthly liaison activity reports for submission to ACGF management.
• Maintain a professional and diplomatic relationship with all external stakeholders while ensuring that all communications are aligned with ACGF’s internal protocols and authorization structure.
Recordkeeping and Reporting
• Maintain a secure, organized filing system (electronic and hard copy) for all MoEc and government correspondence, approvals, MoUs, and licenses.
• Submit a monthly liaison report summarizing activities, submissions, key updates, and pending issues.
• Provide quarterly summaries on project registration and compliance status for inclusion in ACGF’s internal reporting.

Qualifications and Skills
Education
• Bachelor’s degree in Law, Finance, Public Administration, International Relations, Business Administration, or another relevant field directly related to government coordination or public sector administration.
• Advanced degree (Master’s) in a related discipline is an advantage.
• Additional certification or professional training in NGO management, government relations, compliance, or Afghan regulatory frameworks is an asset.
Experience
• Minimum of 5 years of progressively responsible professional experience, preferably with (I)NGOs, or donor-funded development operations operating in Afghanistan. Specific experience in the areas of MSME support and development finance is an advantage.
• At least 3 years of proven, hands-on experience working directly with the Ministry of Economy (MoEc) on matters of project registration, MoU processing, project reporting, and related compliance documentation.
• Demonstrated experience liaising with relevant Afghan government entities (e.g., MoFA, MoF, DAB, MoIC) on administrative and regulatory procedures.
• Experience with visa facilitation, document preparation and submission, and coordination of official events and government meetings.
Skills and Competencies
• Strong knowledge of Afghan administrative, regulatory, and procedural frameworks, including those governing the operations of international organizations and NGOs.
• In-depth familiarity with the Ministry of Economy’s project registration and reporting platforms, including practical experience in preparing, submitting, and tracking project documentation and MoU processes.
• Excellent verbal and written communication skills in English, Pashto, and Dari, with the ability to interact professionally with senior officials and administrative staff.
• High organizational, documentation, and time-management skills, with strong attention to detail and accuracy.
• Ability to work discreetly with sensitive and confidential information, maintaining integrity and professional judgment in all interactions.
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and in managing digital document and correspondence tracking systems.
• Proven ability to manage multiple administrative tasks simultaneously under limited supervision, ensuring compliance with deadlines and regulatory requirements.
