About Action Against Hunger:
Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.
Job Description:
Objective 1
Provide technical oversight of ACF MEAL systems
Tasks & responsibilities
- Ensuring contextualized MEAL systems are developed to guide project implementation in compliance with ACF’s MEAL Guidelines and Minimum Requirements for MEAL
- Develop the MEAL component of the country strategy, in collaboration with DCD Program Unit, for appropriate technical guidance
- Support MIS staff to ensure management of the MIS platforms used at mission level, systemized mobile data collection systems and other technologies are in place to strengthen monitoring and reporting of MEAL activities
- Validate comprehensive MEAL plans for each project to capture quantitative and qualitative data for project performance tracking and reporting
- Develop, update and ensure implementation of MEAL department Standard Operating Procedures
- Ensure planning and implementation of external evaluations and consultancies
- Support field MEAL team for proper implementation of the feedback and complaints response mechanism
Objective 2
Support proper and timely reporting of MEAL activities as well as other departments
Tasks & responsibilities
- Review and validate the ToRs, data collection tools and reports for baseline/midline/endline surveys, PDM, project evaluation, etc.
- S/he validates the relevance of the reports, analyses, maps and recommendations produced by the MEAL team or the project managers before dissemination / transmission to the persons concerned.
- Support development and revision of donor reports, to include MEAL findings
- Support project proposal development S/he proposes adjustments or new activities to improve the quality of the operations or approaches used by the teams, in consultation with the other technical coordinators.
- Post-intervention follow-up mission
- Internal evaluation mission (intermediate or final)
- Support mission for program teams considering cross-functional issues (gender, do-no-harm, etc.)
- Do-no-harm analysis mission
- Thematic studies
- Operational audits
- Mission to monitor the implementation of accountability frameworks
Objective 3
Build the capacity of MEAL staff through trainings, mentorships and coaching to ensure quality control of monitoring and evaluation activities
Tasks & responsibilities
- Build capacity of the MEAL department staff on Monitoring, Evaluation, Accountability and Learning related topics, through trainings, coaching and mentoring
- Support program staff for the use of MEAL data in their programming
- Undertake regular visits to the field to support implementation of MEAL activities and to identify milestones and challenges where adaptations might be needed
Objective 4
Ensure capitalization and learning of all projects activities in the mission
Tasks & responsibilities
- Provide feedback to senior management team on standard indicators for all sectors while comparing across bases
- Organize and coordinate mid-term reviews, learning workshops/review of program work plans with program teams at field level and other stakeholders
- Review documentation of project activities with clear articulation of lessons learned, case studies and short articles for each project for internal and external sharing and ensure timely tracking of lessons learnt implementation for better quality programs
- Manage centralized information database by regularly updating contextual information dashboard with current, explicit data and statistics to support during regional situational analysis, program updates, concepts and proposal development
- Institutionalize and document the tracking and implementation of lessons learnt and recommendations from all assessments conducted
Objective 5
To support proper and adequate resource management: HR, Finance and assets
- Review and validate MEAL department organogram and job descriptions on a regular basis
- Support recruitment of MEAL staff at field level
- Support the welfare of MEAL staff to ensure good working conditions and performance enhancement
- Conduct appraisal of MEAL DHODs
- Provide inputs for the appraisals of MEAL Managers and deputy Manager if applicable, MEAL officers and Accountability officers, from a technical point of view
- Ensure proper budget follow up for MEAL budget lines per projects
- Support MEAL Managers and program managers in logistical and budget planning of MEAL activities
Objective 6
To represent the organization at National level and promote ACF’s technical viewpoints, guidelines and methods of work
- To represent ACF at state level and where appropriate, cluster, working groups, workshops and strategic think tanks related to the department.
- To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies and consortia/alliances/partnerships;
- To ensure coherent and correct application of ACF guidelines and policies within the MEAL department and across the organization.
- S/he draws on his/her area of expertise to support the Country Director and Deputy country director program in providing data and information needed in fundraising, negotiation and reviews
Additional responsibilities
- This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task
- The employee should be flexible and adaptable with regards to the implementation of the daily work/activities and requirement from DCD and CD
- The employee is expected to conduct all duties in a professional manner following ACF country office staff regulations and charter
Job Requirements:
- Master’s degree in Economics, Social Sciences, Business, Administration, statistics, demography or related subject, with previous experience working in humanitarian projects
- Minimum of 6 years of previous experience working with NGOs covering multi-sectorial programming, in the domain of MEAL with minimum 3 years in coordination level position
- Fluency in English (both written and spoken skills)
- Proven management and coordination skills (HR, projects, and stress management)
- Proven ability to translate analysis and evaluation into operational planning and strategy
- Knowledge and experience in qualitative and quantitative data management techniques including proficient and skillful use of Microsoft Office package, SPSS, STATA, EXCEL, Epi-info software’s, Power BI
- Excellent written and spoken English, including the ability to write clear and engaging reports
- Advanced knowledge of international humanitarian guidelines and standards including those of donors
- Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity
- Ability to work independently and under pressure in a rapidly changing professional environment
- Diplomacy and good interpersonal skills, with the ability to remain calm under pressure and not lose sight of strategic priorities
- Ability and willingness to travel regularly to remote field sites
- Experience in insecure context
- Experience in ACF sectors of intervention and programming
- Familiarity with institutional donors (reporting and regulations)
