Job Description:
Shelter for Life (SFL), in partnership with the Food and Agriculture Organization of the United Nations (FAO), is implementing the project “Strengthening Access to Essential Food Security and Health Services (Support for Afghan People)” (OSRO/AFG/155/ASB). The project aims to strengthen food security and resilience among vulnerable households in Takhar and Badakhshan provinces.
The intervention responds to acute food insecurity driven by prolonged drought, economic instability, and limited agricultural productivity. Through the provision of immediate food assistance, agricultural inputs, livestock support, and capacity-building activities, the project seeks to enhance livelihoods and improve food and nutrition security for the most vulnerable and highly food-insecure populations, including returnees and their host communities, across the targeted districts and provinces.
The Project Manager will be responsible for leading project implementation, ensuring the timely delivery of outputs and outcomes, managing project resources, supervising staff, and coordinating with FAO, relevant stakeholders, and beneficiaries. The role ensures full compliance with project objectives, FAO standards, and operational procedures.

Job Requirements:
1. Project Program Management
- A project manager is responsible for planning, executing, and closing projects, ensuring they are completed on time, within budget, and mee quality standards.
- This position is working under direct supervision of program and operational units Deputy Country Director.
- Plan, coordinate, and oversee all project activities under (OSRO/AFG/155/ASB).
- Monitor and track project implementation, resolving challenges promptly.
- Ensure compliance with FAO LoA requirements, operational plans, and donor standards.
2. Financial Management
- Manage project budgets, ensuring accurate allocation, effective utilization, and cost efficiency.
- Oversee financial documentation, ensure timely submission of financial reports, and support audits conducted by FAO and third-party monitors.
- Ensure full compliance with procurement procedures, cost-sharing arrangements, and financial policies and standards.
3. Reporting and Documentation
- Prepare and submit weekly and monthly progress reports, including detailed activity updates and photographic evidence.
- Lead the preparation of the Final Project Report, including financial expenditures, lessons learned, challenges, and a minimum of three human-interest stories.
- Maintain complete and well-organized project records, including financial documents, training materials, monitoring data, and supporting evidence.
4. Monitoring, Evaluation, and Accountability
- Apply appropriate monitoring and evaluation tools and methodologies to track project outputs, outcomes, and indicators.
- Ensure functional accountability mechanisms, including complaints, feedback, and response systems accessible to beneficiaries.
- Coordinate closely with FAO and third-party monitors during monitoring visits, reviews, and evaluations.
5. Security and Risk Management
- Implement FAO Security Risk Management (SRM) policies and local SRM Implementation Plans.
- Develop, regularly update, and enforce site-specific security and risk mitigation plans.
- Assign and supervise a designated Security Focal Point to ensure effective coordination with FAO Security.
- Ensure staff awareness of evacuation, relocation, and crisis management Standard Operating Procedures (SOPs).
6. Safeguarding and Gender Mainstreaming
- Ensure strict compliance with child labor prevention policies and SEA/SH and GBV risk mitigation measures.
- Promote gender equality, inclusion, and meaningful participation across all project activities.
- Support and facilitate community awareness sessions on protection, nutrition, safeguarding, and rights.
7. Coordination and Stakeholder Engagement
- Serve as the primary focal point for FAO, relevant government counterparts, and community stakeholders.
- Organize and facilitate trainings, awareness sessions, coordination meetings, and field visits.
Coordinate with other Implementing Partners, NGOs, and service providers as required to ensure complementarity and avoid duplication.
Qualification/ Requirements:
- Advanced university degree in Agriculture, Food Security, Rural Development, Project Management, or related field.
- Minimum of 7 years of relevant professional experience, with at least 3 years managing donor-funded projects.
- Proven experience in food security, agriculture, or livelihood programming.
- Strong background in planning, budgeting, and donor reporting.
- Familiarity with project management tools, financial compliance, and M&E systems.
- Prior experience with FAO or other UN agencies is an advantage.
- Knowledge of security, child protection, gender, and accountability standards in humanitarian contexts.
- Fluency in Dari and/or Pashto; proficiency in English is required.
- Strong leadership, supervision, and team management skills.
- Excellent communication, negotiation, and stakeholder engagement abilities.
- Local candidates will be preferred.
- To be an Afghan citizen.
Key Deliverables
- Weekly progress reports with activity updates and photographs.
- Timely financial reports and supporting documentation to SFL finance unit in line with FAO requirements.
- Final project report, including outputs, expenditures, lessons learned, and human-interest stories.
- Security risk management plan and compliance documentation.
- Records of complaints/feedback mechanisms and resolution actions.
- Reports on training and capacity-building activities delivered to beneficiaries.
