Job Description:

Job Profile

The Safeguarding & Ethics Officer plays a critical role in ensuring that all people who come into contact with RI are safe from harm, exploitation, abuse, and neglect. They serve as a confidential focal point for reporting, participate in intake and referrals, support survivor protection, and strengthen safeguarding systems through training and monitoring.

Key Responsibilities

A. Safeguarding Systems

  • Support the roll-out of Safeguarding & ethics policies across RI Afghanistan and partner teams.
  • Maintain safe, confidential, and trusted reporting mechanisms for program participants and staff.
  • Serve as survivor-centered first responder and intake focal point, ensuring dignity, safety, and confidentiality.
  • Support case management processes in collaboration with the Global Safeguarding Team.
  • Maintain secure logs and documentation in line with data protection standards.
  • Monitor the functionality of reporting pathways and feedback systems.

B. Survivor Support & Referrals

  • Provide safe, confidential intake for safeguarding complaints, especially for women and girls.
  • Coordinate referrals to internal and external services according to established case handling SOPs.
  • Ensure immediate safety, protection, and dignity of survivors during any response process.
  • Participate in IMT meetings when safeguarding incidents occur.

C. Capacity Building & Awareness

  • Conduct safeguarding & ethics inductions for new hires, staff, volunteers, and partners.
  • Deliver community-based and partner training aligned with CHS and RI policy.
  • Provide culturally appropriate sensitization for beneficiaries, including women and girls.
  • Support training on Do No Harm and safe programming approaches.

D. Monitoring & Prevention

  • Conduct field visits to monitor safeguarding implementation and risk.
  • Work with MEAL and Programs to strengthen feedback and complaints systems.
  • Participate in safeguarding risk assessments for programming and partnerships.
  • Support partner assessment and due diligence processes.

E. Coordination

  • Coordinate follow-up actions with HR for disciplinary issues.
  • Coordinate with Operations for logistics or access needs related to safeguarding missions.
  • Coordinate with Programs, MEAL, and field teams to ensure safeguarding integration.

Behavior & Conduct

  • Maintain strict confidentiality and survivor-dignifying conduct at all times.
  • Model ethical behavior and integrity in accordance with RI Code of Conduct.
  • Report concerns immediately using approved RI channels.
  • Uphold professional boundaries and respect for the rights of all participants

Job Requirements:

Essential

  • Bachelor’s degree in Medical, Health, social science, sociology, or any relevant field.
  • 3–5 years of experience in safeguarding, GBV, CP, protection, or survivor support
  • Experience in case intake, referrals, and confidential management
  • Skilled in supporting vulnerable individuals, especially women and children
  • Fluency in Dari and/or Pashto; good English proficiency
  • Strong interpersonal, communication, and trust-building skills
  • Understanding of PSEAH principles and survivor-centered approaches

Desirable

  • Experience working with INGOs (NRC, IRC, DRC, CARE, HI, etc.) or humanitarian actors
  • Training in GBVIMS, CPIMS+, PSEA, or protection case management
  • Familiarity with CHS, IASC PSEA standards, or protection minimum standards
