About Humanitarian Organization for Sustainable Actions in Afghanistan (HOSAA):
HOSAA is a non-profit Afghan organization founded in 2019, working on humanitarian issues at the grassroots level. They are actively involved in the Food Security and Agriculture Cluster (FSAC) and UNICEF’s nutrition cluster, as well as being a member of the Gender in Humanitarian Action Working Group (GiHA-WG) to support Afghan women and girls. Their primary focus areas include gender-based violence, education, health, food security, and livelihood.
Job Description:
Overall purpose of the role: The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is responsible for planning, implementing, and maintaining effective MEAL systems for HOSAA’s UN Women/WPHF-funded project focused on hygiene promotion, sanitation, safe water practices, and menstrual hygiene management (MHM).
The MEAL Officer ensures timely, accurate, and high-quality data collection, verification, analysis, and reporting in line with the approved project proposal, results framework, indicators, and donor requirements. The role supports accountability to affected populations through community feedback and complaint mechanisms and contributes to learning, adaptive management, and evidence-based decision-making to ensure effective, transparent, and results-driven project implementation.
Responsibilities:
- Oversee and support monitoring, evaluation, accountability, and learning functions across HOSAA projects, covering office-based work, field implementation, trainings, community sensitization, data collection, monitoring visits, reporting, and learning, in compliance with approved proposals, work plans, and UN Women/WPHF requirements.
- Develop and implement project-specific M&E/MEAL plans, tools, indicator tracking systems, and data collection methodologies in line with approved proposals, logframes, and indicators.
- Conduct regular field monitoring visits and verification exercises to track progress of project activities, including hygiene promotion, MHM awareness, and community sensitization.
- Collect, verify, analyze, and manage quantitative and qualitative data using appropriate methods such as surveys, FGDs, KIIs, and observation.
- Support baseline, midline, and endline assessments and contribute to analysis of project progress, outcomes, and impact.
- Establish and manage beneficiary feedback and complaint response mechanisms, ensuring confidentiality, timely follow-up, and accountability to affected populations
- Prepare accurate and timely M&E/MEAL inputs for donor and internal reports and maintain organized, audit-ready documentation and evidence files.
- Document lessons learned, best practices, and challenges to support learning, adaptive management, and continuous improvement across projects.
- Provide technical support and orientation to project staff on M&E/MEAL tools, indicators, data collection, and reporting requirements.
- Ensure integration of gender equality, protection, inclusion, and safeguarding principles across all monitoring, evaluation, and accountability activities.
