The Health Protection and Research Organisation (HPRO) is a national non-profit non-governmental organization (NGO) registered with Ministries of Economy, Refugees and Repatriation and Public Health, of the Islamic Emirate of Afghanistan and is comprised of professionals with specialisations in research evaluation and institutional building.
The organisation was established in 2008 with the specific aim of assisting the government of Afghanistan and its partners by conducting research and evaluation designed to inform policy makers, program managers and practitioners for the purpose of improving program implementation that can ultimately ensure overall development of Afghanistan and the wider region.

Job Description:
The Project Coordinator/Team Leader will serve as the overall lead for the independent data collection and monitoring assignment under FAO Afghanistan programs. This role ensures effective planning, coordination, and delivery of monitoring activities across all provinces, guaranteeing methodological rigor, quality assurance, and compliance with FAO standards. The Team Leader will provide strategic oversight, manage multidisciplinary teams, and act as the primary liaison between FAO and the contractor, ensuring timely and accurate reporting of findings.
The post holder will be functionally and technically accountable to the HPRO Executive Director and Program Manager and for administrative matters the post holder will be accountable to the HPRO Deputy Executive Director/Operations.
Kabul HPRO office with Occasional travel to Provinces

Key Responsibilities
Leadership & Coordination
- Provide overall direction and management of TPM activities across Afghanistan.
- Supervise and coordinate the work of data analysts, subject matter specialists, supervisors, and enumerators.
- Ensure smooth communication and coordination with FAO focal points and stakeholders.
Technical Oversight
- Lead survey design, sampling strategies, and methodological frameworks in line with FAO TORs.
- Ensure integration of MEAL frameworks, mixed-methods approaches, and advanced analytical tools (SPSS, STATA, Power BI).
- Oversee development and adaptation of survey instruments and digital data collection tools (KoBo, ODK).
Quality Assurance & Risk Management
- Establish and enforce quality assurance protocols for data collection, entry, and analysis.
- Implement risk mitigation strategies addressing security, access, and operational continuity in fragile contexts.
- Ensure gender-sensitive recruitment, training, and safeguarding practices for field teams.
Team Management
- Recruit, train, and mentor field supervisors and enumerators, ensuring at least 30% female participation.
- Build capacity of staff in MEAL, safeguarding, and ethical data collection practices.
- Maintain high staff retention and cultural sensitivity across diverse provinces.
Data Management & Reporting
- Ensure secure data handling, encryption, and compliance with FAO’s data protection protocols.
- Oversee data analysis, interpretation, and preparation of reports aligned with FAO deliverables.
- Deliver timely outputs including work plans, progress updates, and final reports.
Stakeholder Engagement
- Act as the primary point of contact with FAO, ensuring transparency and responsiveness.
- Represent the contractor in meetings, workshops, and consultations with FAO and partners.
Ensure findings are communicated clearly to support FAO’s program decision-making.
Qualifications:
- At minimum Master’s degree in Agriculture, International Development, Agricultural Economics, or related field.
- At least 7 years’ experience managing large-scale M&E assignments in fragile/conflict contexts.
- Proven leadership in national surveys, donor engagement, and published outputs.
