The Health Protection and Research Organisation (HPRO) is a national non-profit non-governmental organization (NGO) registered with Ministries of Economy, Refugees and Repatriation and Public Health, of the Islamic Emirate of Afghanistan and is comprised of professionals with specialisations in research evaluation and institutional building.

The organisation was established in 2008 with the specific aim of assisting the government of Afghanistan and its partners by conducting research and evaluation designed to inform policy makers, program managers and practitioners for the purpose of improving program implementation that can ultimately ensure overall development of Afghanistan and the wider region.

HPRO is currently collecting CVs for a qualified Subject Matter Specialist/Food Security, Livelihood and or Resilience for a potential role for an FAO TPM data collection work

Job Description:

Subject Matter Specialist will provide technical expertise in food security, agriculture, livelihoods, and resilience programming to ensure that monitoring and evaluation activities are contextually relevant, methodologically sound, and aligned with FAO’s strategic objectives. This role supports survey design, data interpretation, and reporting by embedding sectoral knowledge into tools, methodologies, and analysis.
The Specialist will guide field teams and analysts to ensure findings are accurate, actionable, and responsive to Afghanistan’s fragile and conflict-affected context.


The post holder will be functionally and technically accountable to the Team Leader/Coordinator and for administrative matters the post holder will be accountable to the HPRO Deputy Executive Director/Operations.

Kabul HPRO office with Occasional travel to Provinces.

 Scope of Work / Key Responsibilities

 Technical Expertise & Guidance

  • Provide subject matter input into survey design, sampling strategies, and tool development.
  • Ensure indicators and questions reflect FAO’s food security, livelihood, and resilience priorities.
  • Advise on contextual relevance of methodologies, ensuring alignment with MEAL frameworks and FAO TORs.

 

Capacity Building & Support

  • Train and mentor enumerators, supervisors, and analysts on sector-specific concepts (food security, agriculture, resilience).
  • Support integration of gender-sensitive and culturally appropriate approaches in fieldwork.
  • Strengthen team capacity in safeguarding, inclusivity, and ethical data collection.

 

Data Analysis & Interpretation

  • Collaborate with the Data Analyst/Statistician to interpret quantitative and qualitative findings.
  • Provide thematic insights on food security, livelihoods, and resilience trends.
  • Ensure analysis highlights vulnerabilities, coping strategies, and resilience-building opportunities.

 

Quality Assurance

  • Review survey instruments and outputs for technical accuracy and sectoral relevance.
  • Validate findings against FAO frameworks and global standards in agriculture and food security.
  • Ensure consistency of reporting across provinces and thematic areas.

 

Stakeholder Engagement

  • Act as a technical resource in discussions with FAO, donors, and partners.
  • Contribute to presentations, reports, and briefings with sector-specific insights.
  • Ensure findings are communicated in ways that inform FAO programming and policy decisions.
