The Health Protection and Research Organisation (HPRO) is a national non-profit non-governmental organization (NGO) registered with Ministries of Economy, Refugees and Repatriation and Public Health, of the Islamic Emirate of Afghanistan and is comprised of professionals with specialisations in research evaluation and institutional building.
The organisation was established in 2008 with the specific aim of assisting the government of Afghanistan and its partners by conducting research and evaluation designed to inform policy makers, program managers and practitioners for the purpose of improving program implementation that can ultimately ensure overall development of Afghanistan and the wider region.
HPRO is currently collecting CVs for a qualified supervisor enumerator for a potential role for an FAO TPM data collection work.
Job Description:
Field Supervisors and Enumerators form the backbone of TPM data collection activities. Enumerators are responsible for conducting household and community-level surveys, interviews, and observations using digital tools, while Supervisors oversee and support enumerator teams to ensure quality, accuracy, and adherence to FAO protocols. Together, they ensure reliable, gender-sensitive, and culturally appropriate data collection across Afghanistan’s provinces and districts.
The post holder will be functionally and technically accountable to the Team Leader/Coordinator and for administrative matters the post holder will be accountable to the HPRO Deputy Executive Director/Operations.

Scope of Work / Key Responsibilities
Team Management & Oversight

- Supervise regional enumerator teams (8 supervisors across provinces).
- Ensure at least 30% female participation in enumerator teams.
- Monitor fieldwork progress, troubleshoot challenges, and ensure adherence to schedules.
Quality Assurance

- Conduct spot checks, back-checks, and validation of collected data.
- Ensure enumerators follow MEAL frameworks, safeguarding protocols, and FAO ethical standards.
- Provide feedback and corrective guidance to enumerators.
Training & Capacity Building

- Support onboarding and training of enumerators in survey tools, local language adaptation, and cultural sensitivity.
- Reinforce safeguarding, inclusivity, and gender-sensitive practices during fieldwork.
Reporting & Coordination
- Submit daily/weekly progress reports to the Project Coordinator/Team Leader.
- Flag risks, access constraints, or operational issues for timely resolution.
- Act as liaison between field teams and central management.
Enumerators
Data Collection

- Conduct household, community, and beneficiary-level surveys using digital tools (KoBo, ODK, CAPI).
- Ensure accurate, complete, and timely entry of responses in both online and offline modes.
- Apply culturally sensitive approaches, especially when interviewing women and vulnerable groups.
Ethics & Safeguarding

- Uphold FAO’s data protection protocols, confidentiality, and informed consent procedures.
- Ensure respectful engagement with respondents, avoiding bias or coercion.
- Report safeguarding concerns or complaints through established mechanisms.
Gender & Inclusivity

- Female enumerators to lead interviews with women beneficiaries to ensure inclusivity.
- Contribute to gender-balanced data collection teams.
Operational Support
Assist supervisors in logistics, community entry, and coordination with local stakeholders. - Maintain equipment (smartphones, tablets) and ensure proper use of digital tools.
