About HSDO:

Health Care and Social Development ORG-HSDO is an Afghan a Non-Political, Non-Governmental and Non-Profit organization, established to extend developmental and humanitarian assistance to the urban and rural communities of Afghanistan through implementing various projects in several provinces of Afghanistan. It has been registered in 2008 with the Ministry of Economy (MOEc) of the Government Islamic Republic of Afghanistan (GIROA) with Reg # 1239. It is also registered with Ministry of Public Health (Reg. 1307) and listed members with Agency Coordination Body for Relief and Development (ACBAR). Health Care and Social Development Organization working since its establishment in 5th thematic areas such Community Development, Women Empowerment, Health, Education, Peace Building and Conflict Resolutions.

Job Description:

  • Establish and maintain standard forms and policies for all HSDO financial processes (In supervision of Deputy Operations Director and collaboration with other department heads).
  • Manage the finance department functions to ensure that all laws and regulations are followed.
  • Preparation and submission of HSDO projects’ monthly and quarterly financial reports to the donor due on requirements.
  • Analyze monthly budget utilization to ensure the effective use of the resources.
  • Prepare monthly budget control sheets to identify and report the high risk under/overspending lines’ balances to Operations and General Director.
  • Preparation of new projects’ proposal budgets in coordination with Operations, Program and General Director and other relevant departments.
  • Review of budget forecasts to ensure they are in accordance with HSDO donors’ approved budgets and work plan.
  • Manage regular fund availability for all HSDO projects through on time reporting and arrangement of fund requests with respective donors.
  • Review of all invoices prepared for fund requests from donor agencies.
  • Manage financial functions and being in touch with donor agencies regarding financial issues.
  • Provide necessary responses/justifications for the comments and observations raised through donors and linked meetings with donor agencies regarding financial issues.
  • Perform periodic check of financial records for each office and make plans for corrective action as needed.
  • Manage continued training and skill building for improving finance staff capacity in all HSDO’s offices.
  • Work with other departments and HR to design and carry out trainings necessary for different level of program staff to carry out their financial management responsibilities.
  • Be the key Focal Point for internal and external audits in managing schedules, assuring that the documents are available and proper reporting to the Deputy Operations Director.
  • Ensure development, accuracy and on-time delivery of all reports required by the Government of Afghanistan.
  • Check and control expenses are incurred in accordance with proper budget lines.
  • Conduct surprise cash counts to the cashier on regular basis to ensure accuracy of cash balances.
  • Support other departments; Logistic and procurement and other involved individuals on the procurement issues in terms of compliance of the financial requirements as per HSDO policies.
  • Conduct self-performance assessment and report it to Deputy Operations Director once every six months to ensure both professionally and personally in such manner to bring credit to HSDO.
  • Manage all bookkeeping and accounting functions for the organization and perform accounts payable and receivable functions.
  • Prepare daily cash vouchers and maintain registers also keep proper record of all receipts and payments etc.
  • Prepare annual budget and quarterly forecasts of income and expenses.
  • Generate budgets and financial reports for grant proposals requested by Senior Management.
  • Perform any other duties assigned by the supervisor.

Job Requirements:

Education:

  • Master’s degree in Finance, Accounting, Economics, or a related field.
  • Professional qualification preferred (ACCA, CPA, CA, CMA, or equivalent).

Experience:

  • Minimum 08 years of progressive experience in finance and accounting. Experince of EPHS/BPHS and UNICEF Funding reporting is must.
  • At least 4 years in a managerial or senior finance role.
  • Experience managing multi-entity and multi-location operations.

Technical & Professional Skills

  • Strong knowledge of financial reporting, budgeting, and forecasting.
  • Solid understanding of taxation, compliance, and audit processes.
  • Proficiency in QuickBooks or similar accounting systems.
  • Strong analytical, organizational, and leadership skills.
  • High standards of integrity, confidentiality, and professional ethics.

Staff is clear on the role which is playing by focal points. The role includes Awareness raising/training for staff, stakeholders, and communities. Documenting who has signed for Example: Code of conduct, PSEA, GRM as well.

HSDO PSEA Committee need to decide whether the complaint should be directed to a different office within the organization, or to a different organization altogether. For example, complaints alleging economic impact as a result of corrupt procurement procedures may need to be referred immediately to the organization’s own internal audit department, and/or to an external anti-corruption office. Eligibility is often determined on the basis of four broad criteria:

  1. Does the complaint indicate that the program has caused a negative economic, social, or environmental impact on the complainant, or has the potential to cause such an impact?
  2. Does the complaint specify what kind of impact has occurred or may occur, and how the program has caused or may cause that impact?
  3. Does the complaint indicate that those filing the complaint are the ones who have been impacted, or are at risk of being impacted; or that those filing the complaint are representing the impacted or potentially impacted beneficiaries at their request?
  4. Does the complaint provide enough information for PSEA Committee to make a determination on the first three questions?
