Job Description:
The Technical Assistant supports the Health in Emergency Manager by providing technical leadership, program coordination, and quality assurance for Emergency Health and Mobile Health Teams (MHTs), ensuring that services are safe, effective, accountable, and aligned with RCRC movement partners standards, Ministry of Public Health (MoPH) regulations, and ARCS fundamental principles.
Key Areas of Responsibility
1. Technical Leadership & Quality Assurance
- Provide technical oversight to Mobile Health Teams to ensure compliance with national clinical guidelines, IFRC emergency health standards, and ARCS health policies.
- Support development, adaptation, and implementation of SOPs, treatment protocols, referral pathways, and infection prevention and control (IPC) measures.
- Monitor quality of health services delivered by MHTs and recommend corrective actions where gaps are identified.
2. Program Coordination & Implementation
- Coordinate planning and implementation of Emergency Health and MHT activities in close collaboration with regional and provincial teams and relevant departments.
- Ensure alignment of health interventions with approved project documents, donor requirements, and operational plans.
- Support preparation of annual operational plans and budgets related to MHT health activities.
3. Monitoring, Evaluation, Accountability & Learning (MEAL)
- Oversee routine monitoring of MHT activities and service delivery performance using agreed indicators.
- Review HMIS and activity reports from field teams, ensure data quality, consolidate reports, and submit them to the Health in Emergency Manager.
- Contribute to evaluations, assessments, and lessons-learned processes to improve program effectiveness.
4. Capacity Building & Technical Support
- Identify technical capacity gaps among MHT staff and propose targeted trainings in coordination with the HR / Organizational Development unit.
- Provide on-the-job technical support, mentoring, and guidance to health staff, including during field visits.
- Support participation in relevant trainings, workshops, and technical forums at national and international level, as approved.
5. Coordination, Representation & Partnerships
- Participate in health coordination meetings (Health Cluster, MoPH technical meetings, Movement coordination forums) as delegated by the Director of Health Services.
- Support technical coordination with Movement partners (IFRC, ICRC, Partner National Societies) and external stakeholders.
- Represent ARCS technical health positions externally only within delegated authority.
6. Emergency Preparedness & Response
- Support rapid health assessments and emergency response planning for acute health emergencies affecting target populations.
- Contribute to preparedness planning, contingency plans, and surge support mechanisms for emergency health responses.
7. Compliance, Ethics & Confidentiality
- Ensure adherence to ARCS statutes, IFRC Code of Conduct, Fundamental Principles of the Red Cross and Red Crescent, and national laws.
- Maintain strict confidentiality of medical, operational, and organizational information.
- Promote a respectful, inclusive, and safe working environment.

Job Requirements:
Education
- Medical Doctor (MD) required.
- Master’s degree in Public Health (MPH) or related field strongly preferred.
Experience
- Minimum 5 years of progressively responsible experience in public health or humanitarian health programs.
- At least 3 years of experience in emergency health, mobile clinics, or primary health care programs.
- Experience working with NGOs, Red Cross / Red Crescent Movement, or Ministry of Public Health is an asset.
Technical Competencies
- Solid knowledge of emergency health programming, PHC, and public health principles.
- Familiarity with IFRC / ICRC health guidelines, Sphere standards, and humanitarian health best practices.
- Experience with HMIS, health reporting, and data quality assurance.
- Ability to contribute to Concept Notes and project proposals.
Skills & Languages
- Strong coordination, communication, and analytical skills.
- Ability to work under pressure and in insecure or rapidly changing environments.
- Computer literacy (MS Office, email, internet-based reporting tools).
- Fluency in national languages (Dari/Pashto) required; working knowledge of English required.
