About Hagar International - Afghanistan:

Hagar was established in 1994 in Cambodia to serve and support women and children who have survived severe exploitation and human rights abuses. In 2009, Hagar expanded its unique whole journey model of long-term, individualized care to Afghanistan and Vietnam. In 2015, Hagar also started delivering services in Singapore, Myanmar, and the Solomon Islands. We walk the whole journey of restoration with each survivor, empower communities to prevent exploitation, and strengthen systems to protect the vulnerable.

Hagar International in Afghanistan implements several integrated programs designed to help survivors recover from trauma and rebuild their lives. These include running Child-Friendly Spaces in IDP camps, economic empowerment initiatives and resilient livelihoods programs, community-based child protection programs, humanitarian relief projects, primary health care services, and emergency response activities.

Job Description:

Position Purpose

The main purpose of a Monitoring and Evaluation (M&E) position is to systematically track, measure, and assess program activities, outputs, and outcomes to ensure that projects are implemented effectively, meet their objectives, and deliver quality results. The M&E role supports evidence-based decision-making by collecting and analysing data, monitoring performance against indicators, identifying gaps or challenges, and providing timely feedback to improve program design, accountability, learning, and overall impact for stakeholders and donors.

Main Duties & Responsibilities

  1. Develop, strengthen, and implement monitoring, evaluation, inspection, and reporting systems in line with organizational and donor requirements.
  2. Monitor project activities, expenditures, and progress against outputs, outcomes, and agreed indicators.
  3. Review and improve the project logical framework, including development of outcome and impact indicators.
  4. Assess overall project performance, document lessons learned, and recommend improvements to ensure sustainability of results.
  5. Identify implementation gaps and bottlenecks and provide timely recommendations to enhance efficiency and effectiveness.
  6. Provide technical guidance and support to project staff in the use of M&E tools and systems to ensure data quality.
  7. Prepare monthly, quarterly, semi-annual, and annual reports for management and donors, including analysis of project progress and impact.
  8. Conduct capacity assessments of existing M&E systems and support staff development in monitoring and evaluation practices.
  9. Support annual project reviews, planning workshops, donor missions, and preparation of relevant documentation.
  10. Coordinate across project components to ensure effective integration of M&E, CMS, and database systems, and perform other duties as assigned.

Measurable Outputs and Performance Indicators

  1. Preparation of monthly CMS/Database reports
  2. Assist the Senior Program Manager in preparing other relevant reports
  3. Organize and conduct training on M&E/CMS for project staff
  4. Assist SPM/CD in the preparation of reports on the findings and lessons learned from project innovations
  5. Provide input and update information related to project outcome for proposals and fund development website
  6. Assist SPM/CD in preparing monthly and quarterly reports on project progress based on CMS/Database reports on project activities
  7. Prepare Issues Log and Risk Log for the project
  8. Develop M&E system for the Project and for the government counterpart/stakeholders
  9. Prepare and maintain data base

Knowledge Management and Learning

  1. In-depth knowledge on CMS, Database, M&E and development issues
  2. Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities
  3. Excellent communication skills (written and oral): Sensitivity to and responsiveness to all staff, Respectful and helpful relations with donors and project staff.
  4. Ability to lead implementation of new systems, and affect staff behavioural/ attitudinal change

Job Requirements:

Education:

  • Bachelor’s degree in development, Information Management system, Social Sciences, Statistics, Economics, or a related field and master’s degree is preferred.
  • Able to write high quality reports in English; attend meetings in English and have native written & speaking fluency in Dari/Pashto
  • Proven analytical & critical thinking skills
  • Ability to design robust terms of reference and conduct baseline reviews, mid-term reviews and end of program assessments
  • Ability to coordinate and network effectively
  • Excellent computer skills, especially in word processing and spreadsheets
  • Strong strategic thinker

Experience:

  • At least 5 years of experience working in an NGO/INGO in a relevant position
  • Relevant practical experience in M&E and data management.
  • Proven experience in use of Salesforce or other similar client management system
  • Ability to utilize JAVA, HTML, APEX and Visualforce
  • Proven experience in creating data reports based on management needs and feedback
  • Experience working in an agency dealing with those who experienced trauma or disadvantaged backgrounds

Skills and Personal Attributes:

  • Excellent verbal and written communication skills in Dari, Pashto, and English
  • Computer proficiency
