Job Description:
The M&E–HMIS Manager is responsible for leading and overseeing Monitoring & Evaluation and HMIS implementation across all MHCO project sites. The role ensures compliance with MoPH HMIS policies and DHIS2 reporting standards, maintains data quality and accuracy through regular verification and assessments, and provides technical support and capacity building to staff at all levels. The position represents MHCO in national and provincial M&E/HMIS forums, supports proposal development with reliable data, and ensures safeguarding, confidentiality, and ethical standards in all health information management processes.
Duties & Responsibilities:
- Lead, Manager and supervise M&E and HMIS implementation across all project sites under MHCO.
- Ensure availability and implementation of MoPH national policies, strategies and protocols related to update HMIS in all MHCO projects.
- Preparing/developing the M&E framework of project as per requirement including budgeting and reporting.
- Conduct regular data verification, data quality assessments (DQA), monitoring and supportive supervision from provincial office and HFs.
- Review, analyses of quarterly HIMS reports and provision of feedback to HMIS officers on quarterly bases through DHIS2 system and TPM reports.
- Ensure smooth recording and reporting system of HMIS down to top is available and is applied based on HMIS guideline through desk review of the HMIS reports.
- Represent MHCO in all M&E and HMIS related trainings/workshops and other initiatives in national level.
- Attend all M&E and HMIS related meeting and task forces in national level and provincial level if required.
- Ensure accurate, timely, and complete reporting of DHIS2 according to MoPH HMIS guidelines.
- Ensure all third party data verification based on agreement (HMIS, QQM, HFs Functionality, HIVA, monitoring reports and quality improvement) on data accuracy and consistency.
- To ensure that the HFs are registered in the MoPH-HMIS department as well as in HeRAMS system and each HFs has HMIS code.
- Ensure that enough availability of HMIS tools in all service delivery points and proper use of them.
- Provide technical support and capacity building to M&E-cluster supervisor and HMIS officers and facility-level staff.
- Ensure HMIS/DHIS2 database recording system and knowledge of staff
- Support proposal development by providing statistical data and indicators.
- Ensure compliance with MHCO safeguarding, child protection, and PSEA policies.
- Report any safeguarding or misconduct concerns following MHCO procedures.
- Maintain high standards of professionalism, confidentiality, and ethical behavior.
- Ensure confidentiality and secure storage of health information

Job Requirements:
- Graduated from Medical university, or related health qualification.
- Master’s in Public Health is an asset.
- Minimum 6 years for MD and 4 years for MPH in relevant field.
- Experience in BPHS/EPHS implementation or humanitarian health projects preferred.
- Strong RH technical knowledge (M&E, HMIS, Statistic, DDU and DQA).
- Experience in capacity building and supervision.
- Data analysis and reporting skills.
- Knowledge of MoPH policies, HMIS, and M&E guidelines.
- Strong communication, coordination, and problem-solving skills.
- Fluency in Dari and Pashto; good command of English (written & spoken).
- Proficiency in MS Office, especially Excel.
