About ACBAR:

The Agency Coordinating Body for Afghan Relief and Development (ACBAR) is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together more than 200 National and International NGOs working in in all sectors of humanitarian assistance and development in Afghanistan. Based on our three strategic pillars of Information and Coordination, Advocacy and Enabling Environment, and Capacity Building, ACBAR’s activities support our members to effectively deliver services and implement programs across Afghanistan, as well as provide services that promote ongoing organizational development and learning.   ACBAR is committed to providing an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continued dynamism. 

With the ongoing humanitarian reset, ACBAR is taking a stronger role providing programmatic coordination for our members and implementing NGO’s in numerous areas, including on emergency response coordination and sub-national coordination.  With presence in seven regions and in all 34 provinces of Afghanistan, ACBAR is naturally positioned to ensure that humanitarian and early recovery programs implemented by NGO’s in the event of a rapid-onset emergency are done so in way that is effective and efficient, providing the most amount of support and agency to local communities impacted by ongoing and potential shocks.  As part of our overall strategic vision to support more locally-led coordination at the sub-national level, ACBAR is expanding our team to lead these increased responsibilities.

Job Description:

The HR Officer position is a full-time job that is responsible to provide support to the Administration Department of ACBAR in Kabul Afghanistan. The HR Officer is responsible for supporting the implementation of human resources policies, procedures, and systems. The role ensures effective recruitment, employee relations, performance management, and overall HR administration to support organizational goals. Regular hours of work are 8 hours Sunday through Thursday or as scheduled during travel and as noted in the Employee Handbook.

ESSENTIAL TASKS

Essential tasks include the following:

  • To Receive daily activity report of subordinate staff and submit to administration manager regularly.
  • Prepare recruitment authorization forms, vacancy announcements, and manage application screening, longlisting, and shortlisting based on defined criteria.
  • Serve as the main contact point for staff on HR-related questions and concerns.
  • Support disciplinary procedures and conflict resolution in accordance with HR policies.
  • Contribute to maintaining a respectful, positive, and inclusive workplace.
  • Assist throughout the recruitment process, including candidate shortlisting, interview coordination, and support to the recruitment panel during selection.
  • Arrange and schedule interviews for shortlisted candidates.
  • Travel to provinces as needed to support recruitment activities.
  • Conduct document verification and reference checks for selected candidates.
  • Create, complete, and maintain accurate personnel files for all staff.
  • Prepare offer letters, support salary discussions with new hires, and manage employment contracts.
  • Prepare exit interview checklists and employment clearance forms for departing staff.
  • Maintain and regularly update employee databases for both Kabul and regional offices.
  • Prepare and issue staff ID cards.
  • Develop and manage staff orientation checklists.
  • Draft interview reports for each recruited position.
  • Compile recruitment files and contracts for management approval.
  • Coordinate and complete employee orientation processes with relevant departments.
  • Facilitate staff introductions, both in person and via email.
  • Arrange office setup requirements such as business cards, workspace, and IT email accounts when required.
  • Share relevant HR forms and documents with employees as needed.
  • Deliver HR policy presentations to newly hired staff and brief existing employees on updated organizational policies.
  • Coordinate HR administrative matters, including timesheets, payroll inputs, leave requests, leave records, and staff movement tracking.
  • Prepare monthly leave tracking reports for Kabul and regional offices.
  • Monitor and maintain timesheet records for staff in Kabul and the provinces.
  • Support preparation of monthly payroll information.
  • Provide guidance and assistance during staff performance evaluation processes.
  • Assist in managing disciplinary actions and grievance cases.
  • Apply working knowledge of core HR functions such as recruitment, compensation and benefits, and training and development.
  • Ensure personnel files for new and existing staff are properly maintained, updated, and compliant with organizational requirements.
  • Carry out additional duties as assigned by the supervisor or line manager.

    • Solid knowledge of recruitment and selection processes.
    • Awareness of labor laws, employment regulations, and compliance requirements.
    • Familiarity with HR policies, disciplinary actions, and grievance-handling procedures.
    • Basic knowledge of payroll systems, employee benefits, leave management, and attendance tracking.
    • Understanding of performance management systems and staff development practices.
    • Knowledge of HR record management and documentation standards.
    • Courteous and polite when representing ACBAR

EDUCATION, TRAINING and/or EXPERIENCE

    • Bachelor’s degree required,
    • Four years minimum professional experience

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY

  • Excellent interpersonal and communication skills, both written and verbal.
  • Ability to speak and write English mandatory, Dari and Pashto preferred
  • Strong organizational and time-management skills with attention to detail.
  • Proficiency in MS Office applications, including Word, Excel, and Outlook.
